Description
Georgia has received the grant from the USAID for financing of the Improved Infrastructure, Economic opportunities, and Support for Internally Displaced Persons and intends to use the part of this fund for the Preparation of the Detailed Engineering Design, Bidding Documentation Package and Provision of Design Inspection Services for Rehabilitation Works for IDP (Internally Displaced Persons) Housing for Twenty-Eight (28) Collective Centers for IDP Durable Housing. This technical assignment aims at preparation Detailed Engineering Design and providing Design Inspection Services for the rehabilitation works for the twenty-eight (28) Collective Centers for IDP durable housing. The buildings are located in Imereti and Samegrelo - Zemo Svaneti Regions. Services will include design of approximately 970 apartments with a total area of 49,700 m2. The design shall comply with the basic parameters of the "Standards for Rehabilitation, Reconstruction and Construction of Collective Centers to provide the long-term shelter for IDPs". Overall management and coordination of rehabilitation works' implementation and supervision is conducted by the Municipal Development Fund of Georgia (MDF). The Consultant shall re-plan the building apartments based on the following parameters: 1 room apartments -30%; 2 room apartment - 50 %; 3 room apartment - 20 %; one-room apartment - 25-35 m2, two-room apartment at 40-45 m2, and three-room apartment 50-60 m2. Each apartment should have a private bathroom and a kitchen. The Consultant shall provide site surveys; revised roof replacement/repair; interior layout, structural alterations, interior finishes, window and door schedules; interior water, drainage, power, gas supply, ventilation, and heating system installation and connection to existing external supply lines and existing sewer systems; exterior façade repair; and other external works to include handicap person's access for all main entrances and walkways as well as all apartment interiors on the first floors of each building; water supply wells, pump and water tank construction; grading, landscaping, drainage, and lighting installation; sidewalk, playground and mini-sport field construction; and access road and parking lot paving. The design will be in compliance with the Programmatic Environmental Assessment for IDP Durable Housing Activity (USAID, Feb 2012). Site Specific Environmental Plans will be prepared. The Consultant will be required to provide a design report, final drawings, technical specifications, a bill of quantities, cost estimate, bid documents, procedures for preparing a "mock-up"; verification on the cadastral status of the buildings; and O&M plans. The objective of the design Inspection services is to maintain regular control over the building rehabilitation works to ensure compliance of the final approved detailed engineering design, drawings and plans, in order to achieve high quality works. These factors will ensure reliable and long-term functionality of the buildings. The tentative duration of the services for preparation of the design and bidding documentation package is 4 months and design inspection would be for 12 months, the expected duration of the construction contract. The Consultant is preferable to have minimum 5 years of working experience in similar projects and capacity to mobilize strong and experienced team of professionals, comprising of the following experts: -Project Manager/Civil engineer -Civil Engineer -Architect -Structural Engineer -Geotechnical / Geologist Engineer -Design Quality Control -Mechanical Engineer -Electrical Engineer -Plumbing Systems Engineer -Gas Engineer -Topographer -Environmental Specialist The Municipal Development Fund of Georgia invites authorized consulting companies for them to express the interest for conducting the above-mentioned service. Interested consultants should submit the application and information confirming that they are qualified in the field of above-mentioned service (booklets, description of similar activity, experience of working in analogous conditions, existence of the staff with proper skills etc.) The consultants may associate to enhance their qualification. Consultants will be shortlisted based on evaluation of general qualification and specific experience of the firm (minimum 5 years in similar projects). The required selection criteria are described in RFP, which will be distributed to the shortlisted firms. Technical and professional services shall be procured using competitive, technical selection among qualified prospective contractors in accordance with USAID policy, and is open to all bidders listed in USAID Geographic Code 937, as defined by USAID source and nationality regulations 22 C.F.R. Part 228 (http://www.gpo.gov/fdsys/pkg/FR-20101-10/html/2011-33240.htm), or 110 (currently the United States, Georgia, Armenia, Azerbaijan, Belarus, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan, Turkmenistan, Ukraine, and Uzbekistan) in effect on the date of acquisition. Such selection shall be based upon evaluation of the relative merits of technical proposals. The selection of a prospective contractor with whom to negotiate shall be based exclusively on professional qualifications for the activity. Offerors shall be instructed that price is not to be included with the submission of the technical proposals which are evaluated qualitatively, based on the needs of the specific activity.
