Description
Georgia has received the grant from the USAID for financing of the Improved Infrastructure, Economic opportunities, and Support for Internally Displaced Persons and intends to use the part of this fund for the Preparation of the Detailed Engineering Design, Bidding Documentation Package and Provision of Design Inspection Services for Rehabilitation Works for Dusheti Gorge Flood Protection in Dusheti Town. Dusheti is an administrative center of Dusheti Municipality. Dusheti is located in the east of Georgia and belongs to Mtskheta-Mtianeti Administration. The Dudhetiskhevi River rises in the mountains above Dusheti town. The river's source is in the mountains and it flows into River Aragvi. The length of the river is about 13 km with a catchment area of 36.3 km2. The River flows southwest through Dusheti town and then meets the Aragvi River 4.8 km below the town. High flows generally occur in the spring and are associated with snow melt runoff and high spring precipitation. Specific flow data is not available for the Dushetiskhevi River. The River length through Dusheti town is 3.2 km. There are three river crossing structures in Dusheti -one bridge and two bridge culvert structures. The River is on a steep slope through the city. Along both the left and right bank there has been human encroachment. The two bridge culverts are not able to pass high flood flows without water overflowing the banks. This has caused damage to fields, structures, property and injury and loss of animals and in 2005, town residents. Overall management and coordination of procurement and rehabilitation works' implementation and supervision will be conducted by the Municipal Development Fund of Georgia (MDF). The purpose of this project is to provide river bank protection and to reduce flood risks through rehabilitation of structures that restrict river flow and cause flooding from the Dudhetiskhevi River as it passes through Dusheti town. The infrastructure improvements will save lives, protect residents living under the constant threat of flooding, contribute to economic growth of the municipality, and improve the social condition of the local population. The Contractor for Technical and Professional Services will be required to carry out field surveys and site investigations; prepare hydrologic/sediment/flood studies; prepare design studies and final designs; prepare O&M plans; prepare site specific environmental management plans; complete and submit detailed design drawings; prepare technical specifications & schedule of quantities (BOQs); and compile bid tender documents for the construction and rehabilitation of the following proposed engineering works, along with any other works that the contractor recommends as part of the final design in accordance with the purpose of this project. Dismantling of #1 and #2 bridge culverts and construction of new standard highway Category IV bridges (SNIP on Roads #0.05.02-85 ) which will ensure flow of design flood discharges; Cleaning of the river bed of the gully from the accumulated crushed stones, boulders and construction material, and minor re-channelization as necessary. The bed is proposed to be cleaned within the area 1300-1500 m in length and 1 m in depth. Construction of concrete supporting walls for protecting the population at potentially dangerous places for flooding and at the places where gully banks are washed out. The height of concrete reinforcement cast in place walls will be 5 m. The total length of the walls will be approximately 500 m. The duration of the services for preparation of the design is 4 months and design inspection would be for 6 months, the expected duration of the construction contract. The Consultant will have a minimum 5 years of working experience in similar projects and capacity to mobilize strong and experienced team of professionals, comprising of the following experts: -Team Leader/Civil engineer/ Designer's Project Manager -Design Quality Control -Road Engineer -Soils/Geotechnical Engineer -Bridge Engineer -Structural Engineer (Hydro technical engineer) -Hydrologic Engineer -River Engineer -Cost Estimator -CAD Specialists, GIS and mapping -Interpreter -Topographer -Site Inspectors/Quantity Surveyors -Environmental Specialist -Cadastral specialist -Resident Engineer (Construction Management Option) The Municipal Development Fund of Georgia invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications. Consultants will be shortlisted based on evaluation of general qualification and specific experience of the firm (minimum 5 years in similar projects). The required selection criteria are described in RFP, which will be distributed to the shortlisted firms. Technical and professional services shall be procured using competitive, technical selection among qualified prospective contractors in accordance with USAID policy, and is open to all bidders listed in USAID Geographic Code 937, as defined by USAID source and nationality regulations 22 C.F.R. Part 228 (http://www.gpo.gov/fdsys/pkg/FR-20101-10/html/2011-33240.htm), or 110 (currently the United States, Georgia, Armenia, Azerbaijan, Belarus, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan, Turkmenistan, Ukraine, and Uzbekistan) in effect on the date of acquisition. Such selection shall be based upon evaluation of the relative merits of technical proposals. The selection of a prospective contractor with whom to negotiate shall be based exclusively on professional qualifications for the activity. Offerors shall be instructed that price is not to be included with the submission of the technical proposals which are evaluated qualitatively, based on the needs of the specific activity.
