Description
The U. S. Army Corps of Engineers, Walla Walla District, is issuing this special notice to inform industry of the intent to solicit and negotiate solely (as prescribed in FAR 6.302-1) with the Washington State Department of Fish and Wildlife (WDFW), 600 Capital Way North, Olympia WA 98501-1076. Prior to soliciting, a determination not to compete this proposed contract will be made pursuant to 10 U.S. C. 2304(c)(1), as implemented by FAR 6.302-1: only one responsible source and no other supplies or services will satisfy agency requirements. The requirement will be justified and approved in accordance with FAR 6.303 and FAR 6.304. The U.S. Army Corps of Engineers requires adult fish counting services at eight mainstem dams on the Columbia and Snake Rivers located within the operating area of the Walla Walla and Portland Districts. The eight dams include Bonneville, The Dalles, John Day, McNary, Ice Harbor, Lower Monumental, Little Goose and Lower Granite dams. The requirement is for the contractor to count fish utilizing two methods: visual fish counting and video fish counting. Visual fish counting entails a fish counter physically sitting in a fish counting room, adjacent to a fish ladder. Counters watch a glass counting window, identifying fish by species and group and tabulating them as they pass through the counting slot in front of the window. Video fish counting entails using a camera and recording equipment to record fish passage at the counting window, with a fish counter later reviewing the video tapes or digital recordings, identifying and counting fish observed. There are a total of 15 fish ladders where the counting takes place. The period of performance for this requirement will be August 30, 2012 until February 28, 2013. This procurement is being conducted using commercial item procedures pursuant to FAR part 12 and FAR part 6. The North American Industry Classification System (NAICS) for this requirement is 541712, Research and Development in the Physical, Engineering, and Life Sciences. The Small Business Administration size standard for this sector is 500 employees. This notice of intent is not a formal solicitation or request for competitive proposals. No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of unsolicited quotations or offers received in response to this notice. Any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement for future requirements. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
