- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THIS ACQUISITION IS BEING PROCURED UTILIZING SIMPLIFIED ACQUISITION PROCEDURES. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Regulation (FAR), Federal Acquisition Circular 2005-58 The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. This acquisition is being procured as a small business set-aside. BACKGROUND The Materials and Structural Systems Division (MSSD) at the National Institute of Standards and Technology (NIST) has several projects that would utilize a gas pycnometer to measure the density of cementitious and other powders. This instrument is essential for the fulfillment of the group mission. All items must be new. Used or remanufactured equipment will not be considered for award All interested Contractors shall provide a firm fixed price quote for the following: Line Item 0001: Quantity One (1) each, Pycnometer System (including pressure regulator, other hardware, software, data management, and sample pans), that must meet or exceed the following minimum specifications. (The contractor should mention when the specifications are exceeded) 1. This instrument shall consist of: a. Main equipment for the determination of true volume and true density of solids and powders typically comprising a device with a sample cup, a pressure regulator for the gas connection, etc. b. Computer interface for data acquisition, computer, monitor, and all software needed (for control of the device - automatic measurements) c. Training & service 2. The instrument should be able to measure the true volume and true density of powders and granular materials including portland and blended cements, fine lightweight aggregates, fly ash, limestone powder, sand, silica fume, and slag, using an inert pressurized gas such as helium or nitrogen. The system and all accessories should be a commercially available instrument with proven (via references) track record of performance. 3. The instrument should be fully controlled and programmable by a computer: computer and software must be included. The computer should be able to be connected to an internet network. All data should be recorded in such a way that the output files are easily readable or can be exported to spreadsheet software such as Excel. 4. Computer and software shall be compatible with Windows XP or Windows 7 operating system 5. The instrument should be capable of measuring the true densities of powders and granular materials less than 5 mm in diameter, with true densities in the range of 1000 kg/m3 to 5000 kg/m3, using a pressurized gas source (typically helium or nitrogen) Typical sample volume will be 10 cm3, but the ability to switch to smaller sample sizes (such as 1 cm3) will be considered as a benefit 6. A certificate of calibration should be included with the equipment 7. Warranty-The Contractor shall provide, at a minimum, a one year warranty period for the system. Warranty work shall be completed on-site at NIST or at the Contractor's site, at the discretion of the Contractor. All costs and responsibilities associated with parts, labor, travel and shipping shall be covered under the warranty. The warranty shall commence upon final acceptance by the Government. Line Item 0002: Quantity One (1) each, Installation-The Contractor shall provide on-site installation at NIST Gaithersburg and shall include, at a minimum, uncrating/un-packaging of all equipment, set-up and hook-up of the system, turn-key start up including all testing of the system and software, and demonstration of all performance specifications. The Contractor will perform an in-house measurement of three powder samples provided by NIST to demonstrate functionality of the system. Line Item 0003: Quantity One (1) each, Training-The Contractor shall provide training, of at least 1 half day, for up to 3 NIST personnel. Training shall be conducted within 7 days after installation, and scheduled in advance with the NIST Technical Contact to be identified at the time of award. GOVERNMENT RESPONSIBILITIES NIST will provide the utilities needed, such as electricity, and a compressed tank of the measuring gas (typically helium or nitrogen). Also, NIST will provide adequate lab space that would be suited for such an instrument. INSPECTION AND ACCEPTANCE CRITERIA The boxes received will be inspected by NIST personnel for damage due to shipment. The vendor needs to install the instrument at the NIST property and during the installation and training show that it operates as specified. NIST will provide the needed samples to be tested. FINAL ACCEPTANCE (See also FAR 52.212-4(a)) Final acceptance shall be provided upon successful completion of all of the following: Delivery, installation, training and demonstration of all performance specifications. TECHNICAL EVALUATION CRITERIA Award shall be made to the firm that provides the lowest priced, technically acceptable quote. Technical acceptability means that the quote meets all of the stated minimum specifications. The Government will evaluate the offeror's quote and award to the lowest priced, technically acceptable offeror. QUOTATION SUBMISSION INSTRUCTIONS All vendors shall submit the following to Willie Lu, Contract Specialist at willie.lu@nist.gov: 1) An electronic version of a quotation which addresses all of the above items; 2) Technical description, specifications, and/or product literature; and 3) the most recent published price list(s) with quoted item(s) highlighted. This is an Open-Market Combined Synopsis/Solicitation for item(s) as defined herein. The Government intends to award a Purchase Order as a result of this Combined Synopsis/Solicitation that will include the terms and conditions that are set forth herein. In order to facilitate the award process, ALL quotes shall include a statement regarding the terms and conditions herein as follows: The offeror shall state "The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition." OR The offeror shall state "The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following: Offeror shall list exception(s) and rationale for the exception(s) Please note that this procurement is not being conducted under the GSA Federal Supply Schedule (FSS) program or another Government-Wide Area Contract (GWAC). If an offeror submits a quotation based upon an FSS or GWAC contract, the Government will accept the quoted price. However, the terms and conditions stated herein will be included in any resultant Purchase Order, not the terms and conditions of the offeror's FSS or GWAC contract, and the statement required above shall be included in the quotation. All quotations must be submitted electronically via Email, and be received not later than 2:00 PM Eastern time, on Monday, July 2, 2012.
