Description
NASA DFRC intends to procure one (1) each spare SOFIA Cavity Door Drive System (CDDS) Upper Rigid Door (URD) and Lower Flexible Door (LFD) actuators; and three (3) each corresponding spare CDDS actuator system control boards to support the SOFIA Aircraft platform. The spare CDDS actuator board requirement will also include a requirement to provide spare end-of-life (EOL) components required to produce and maintain the corresponding spare boards throughout their projected service life. NASA intends to procure the spare provisioning items directly from Woodward MPC Inc., Skokie, IL (WMPC) as the items specified in this requirement were specifically manufactured for NASA and flight qualified by Woodward MPC Inc. under their SOFIA CDDS Development Contract. Authority for the requirement is 10 USC 2304(c) (1) and FAR 6.302-1 (a) (2) Only one responsible source. Justification is based upon the following facts: 1. These items must be acquired from a manufacturing source specified on a source controlled drawing. The parts are high reliability components and probability of failure is unacceptable. As such, manufacture of these components must be provided by a company that is on NASA DFRCs qualified vendors list for the applicable components; 2. The government does not currently have sufficient, accurate, or complete data to purchase these parts from anyone other than the current source. Currently, the flight qualified parts on-board the SOFIA aircraft (one ship set) are based upon R&D engineering drawings, the final engineering drawings are to be updated by WMPC, must be receive by NASA, and receive NASA engineering approval prior to production of the spare parts. The cost to breakout these part(s) and acquire it competitively has been determined to exceed the projected savings over the life span of the part(s); 3. The manufacture of these parts requires special testing and/or inspection facilities to maintain function or system integrity. The Contractor acquired special test equipment for this purpose (e.g. Government Property) is currently located at WMPC; 4. The SOFIA Aircraft Platform is projected to continue with Science Mission support during the 4th quarter of CY2012. Should there be a failure associated with the currently installed CDDS hardware, the impacts to the SOFIA program (due to unavailability of these long lead time spares) will cause a significant programmatic impact and delay in terms of both cost and schedule; 5. Development of both the initial prototype components and ready for production items has taken many years of engineering time and effort. As the items are very specialized components designed for a specific purpose (e.g. the CDDS System), it would not be cost effective to develop a second source for these high quality low production spares. This is based upon an assessment of the time and effort (e.g. validation and verification) it would take to qualify a new source. Based upon the above, utilization of any other supplier in-lieu of WMPC for these components (e.g. CDDS actuators and boards) would likely result in: a) substantial duplication of cost to the Government that is not expected to be recovered through competition; and b) unacceptable delays in fulfilling the agencys requirements. These reasons justify procuring the required services exclusively from WMPC. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 9, 2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
