- This solicitation is for a Firm-Fixed-Price (FFP) contract for the engineering services and construction of facilities to support the Afghanistan National Police (ANP) program for a Afghan National Civil Order Police (ANCOP) 2/3 Patrol Battalion (BN) Moqur District, Badghis. The project consists of the specified site-adaptation, site and infrastructure design and construction of a new facility for the ANP in Moqur District, Badghis Province, Afghanistan. The ANCOP Patrol BN is an ANP Operating Establishment which will support approximately 500 personnel. The proposed site is about 159,000 square meters (79.5 jeribs). The site is located about 13 kilometers northeast of Qala-e-Naw City and is open land. This scope incorporates a secure perimeter and associated facilities, infrastructure and amenities to house the ANCOP 2/3 Patrol BN. The ANCOP mission incorporates administration, warehouse / storage, secure storage (weapons), munitions storage (small arms), fuel storage / allocation and vehicle staging and maintenance. ANCOP support elements incorporate DFAC training facilities and billeting (male and female). Site work and related design shall be accomplished by the contractor. The work within this contract shall meet and be constructed in accordance with current U.S. design and International Building Codes (IBC), Life Safety Codes (NFPA-101), UFC 4-010-01, DoD Minimum Anti-Terrorism Standards for Buildings. This is a pre-solicitation notice for the intent of releasing an Invitation for Bid (IFB) solicitation. The intended award of a contract will be made to the low bidder that is determined responsible and eligible for award. Bidders are reminded they shall furnish with their bid a bid guarantee in the form of a firm commitment, e.g. bid bond supported by good and sufficient surety or sureties acceptable to the Government, postal money order, certified check, cashier's check, irrevocable letter of credit, or, under Treasury Department regulations, certain bonds or notes of the United States. The awardee will be required to submit 30% performance and 30% payment bonds (or other acceptable security as discussed above for the bid guarantee) on this action. The applicable NAICS code is 236220 ($33.5M small business size standard). The resulting contract is for 540 days. The magnitude of this project is between $10M and $25M. There are no options included in this contract. The Invitation for Bid closing date will be contained in the solicitation and any solicitation amendments that may be issued. A site visit will not be offered by the Government, but bidders are encouraged to visit the site on their own.
