- Questions & Answers 22 June 2012 Q1. Could you expand on the status of the Bridge contract? Will it happen, and for what duration? Answer: Yes, the bridge will happen, probably for about 5 months, to ensure uninterrupted service during mobilization. Q2. Could you expand on when the Solicitation will be out? Will it be May, June, or July? And what will be the response time? Answer: The solicitation is in the review process. As soon as we receive approval for release, we will issue it for 30 days. Q3. Is the Government willing to share if they are contemplating a single award or multiple award IDIQ. Further, would the Government welcome input from industry regarding existing IDIQ vehicles from which this work might be competed to a manageable number of known and pre-qualified prime contractors, rather than as a full and open competition that might present a source solicitation challenge? Answer: The government is contemplating a single award IDIQ. The government's acquisition strategy is to award a contract on full and open competition. Q4.... and opt to make this requirement a SDVOSB Set-aside per FAR 19.1405. Answer: Since the performance of services will be OCONUS the cited FAR section is not applicable. Q5. Synopsis poster on February 1, 2012...it states "the Government may need to issue a bridge contract to ensure uninterrupted service during the transition/mobilization period (i.e., DOCPER process)." Does this mean that there is currently an incumbent and this is a re-compete of that contract, or is the non-personal Intelligence Technical Support Services throughout the USAREUR area of responsibility a new solicitation. Answer: There is currently an incumbent; this is a re-compete.
