- This is a SOURCES SOUGHT MARKET SURVEY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. Any information submitted by respondents to this synopsis is strictly voluntary. This market survey does not constitute a Request for Proposals (RFP) or a request for sealed bids (IFB), nor does its issuance restrict the Government as to its ultimate acquisition approach. The Government will neither award a contract solely on the basis of this notice, nor pay respondents for any information that they submit in response to this Sources Sought request. Description of Requirement: The Project Manager (PM) Joint Battle Command - Platform (JBC-P),on behalf of a diverse group of material developers and sustainment organizations, is conducting a market survey for marketplace solutions required to support fielding, training, reset, field service representatives, integrated logistics support, engineering/test support and documentation development sustainment/replication efforts for the Army's entry into Capability Set design, development, test, integration and fielding. The above services shall be provided to any US government agency or military organization, North Atlantic Treaty Organization (NATO) country/countries and/or coalition partners that utilize items managed by CECOM, PEO C3T, PEO IEWS, PEO Soldier and other capabilities derived from Network Integration Evaluation (NIE) events. The NIE is a series of semi-annual, Soldier-led evaluations designed to further integrate, mature and rapidly progress the Army's tactical network. The Government plans to support this effort by executing competitive Cost, Cost Plus Fixed Fee (CPFF) Level of effort and Firm Fixed Price (FFP) Task Orders on an Indefinite Delivery Indefinite Quantity (IDIQ) Contract. The period of performance for this effort will be five years. A $520M ceiling is being sought to implement services. The contractor assumes total responsibility to ensure all requirements are satisfied. Secret security clearances are required for all personnel, unless waived by the Government in a specific task order. In the event personnel are deployed to SouthWest Asia or other hazardous areas identified by the State Department, a secret security clearance will be required. Personnel assigned to Germany must meet Technical Expert Status Accreditation (TESA) requirements and personnel assigned to Korea must meet Status of Forces Agreement (SOFA) requirements. The contractor will be responsible to obtain visas, passports and Individual Replacement Deployment Operation (IRDO) certification. All personnel must be able to obtain credit cards to support travel requirements. All employees under all labor categories must be eligible to deploy to continental U.S. (CONUS) and outside continental U.S. (OCONUS) locations to include areas determined hazardous by the State Department. The contractor will be responsible to develop a plan that provides continuous support to the user. This plan will take into account training periods, emergencies, health related issues and deployment rest and relaxation authorized breaks. All labor categories proposed will be available to support any project management office (PMO) or customer authorized requirement awarded under this contract. The contractor is responsible for managing the overall effort of Global Warfighter Operational Support to include the following areas: (1) Installation of production installation kits and hardware into wheeled/tracked platforms, and tactical operation centers at worldwide locations (2) Training the Warfighter at home stations, designated Army schools, deployed locations and training centers (3) Providing Field Service Representatives (FSRs) for unit set fieldings and sustainment support, when required for CECOM, PEO C3T, PEO IEWS and other capabilities derived from NIE, other military organization/agencies, foreign countries, coalition partners, test centers and schools (4) The contractor will establish repair contracts with Original Equipment Manufacturers to support Government Furnished Equipment, (GFE) maintenance actions. (5) The contractor will provide redeployment reset services. (6) The contractor will provide Pre-Deployment Training Equipment support services (7) The contractor will establish and operate new equipment fielding sites (8) The contractor will update, develop, maintain and replicate technical documentation such as installation instructions, trouble-shooting procedures, technical manuals (including Interactive Electronic Technical Manuals), technical bulletins, programs of instruction, lesson plans, as well as training aids, devices, and materials for CECOM, PEO C3T, PEO IEWS and other capabilities derived from NIE. (9) The contractor will document/develop Mission Work Packages for each fielding, customer requirement or quick reaction mission and provide cost estimates and accountability for installation, training, labor and other direct costs. (10) The contractor shall provide engineering services that encompass such actions as analyzing and developing installation procedures and design of special hardware required to install equipment in non-standard platforms, developing, documenting and implementing quality assurance procedures and policies for process improvement, hardware improvements and organizational efficiencies crossing multiple functional areas (e.g. software, hardware, electrical) to improve operational readiness, provide interface between FSRs and Operations Centers and to provide support for joint capability requirement operational events. (f). (11) The contractor shall have the ability to support time sensitive requirements in support of critical wartime operations. This support is expected to be in the form of training, installations, FSR support, Integrated Logistics Support (ILS), engineering support and the ability to procure and ship material, as directed by the Government, (12) The contractor shall procure materials required to support fielding requirements. (13) The contractor will establish a management team that supports all requirements depicted herein. The team structure will identify responsibilities and organization leadership that supports all labor categories and customer requirements. (14) The contractor shall develop and implement performance based metrics tools to support the requirements of this contract. (15) The contractor will be required to respond to surges in training or installation requirements for short periods of time. The strategies to support surge requirements will be submitted for government review and approval. (16) The contractor shall implement a training program that ensures all labor category requirements are met and establish a process to disseminate information to keep personnel informed of policy/procedural changes, issues and lessons learned. (17) The contractor will be required to document corporate policy and management strategy to support contractors on the battlefield to include what management practices will be implemented to support country requirements such as General Order #1. The proposed contract is anticipated to be awarded by July 2013. The Government plans to support a transition period of up to one hundred twenty (120) days whereby the incoming contractor will train, equip, and deploy personnel. The contractor will provide a transition plan that will delineate how the contractor will transition services with no loss in the current level of support to the end user. At the end of the 120 day transition period, all personnel will be at their assigned locations, meet contractual requirements to include training/certification and documentation, a joint inventory of government furnished equipment/property will have been completed and management teams in place and versed to support personnel at their respective locations. Personnel performing duties will possess all tools/equipment required to perform their assigned duties. Respondents are requested to provide a detailed description and explanation of their capability to satisfy all of the above listed requirements with trained and qualified personnel, and the company's ability to manage a worldwide staff of approximately 600 personnel in writing by the closing date of this market survey.
