- Pre-Solicitation Notice Bldg 1 Additional Outpatient Space Project: 437-310 Contractor to provide all resources including, but not limited to, materials, labor, parts, and equipment necessary to complete project 437-310 "Bldg 1 Additional Outpatient Space", in accordance with the plans and specifications. The project is located at the Fargo, ND VA Health Care System. Scope of Work: This project design shall include, but shall not be limited to, the removal of existing Building 38, which currently houses the Engineering Service shops, to allow for the construction of a new basement and first floor addition to the south end of Building 1. Each floor of the addition would be approximately 18,490 gsf. The Engineering Service shops would be placed back in the basement level of the addition. The first floor would allow for the expansion of Dental Service and clinics space. A portion of existing Building 1, approximately 4,484 gsf would be renovated to provide a transition into the new addition and to provide an adequate waiting and reception area. Work shall involve, but shall not be limited to: demolition, excavation, deep foundation boring, concrete, structural steel installation, masonry, roofing, mechanical, fire protection, plumbing, electrical, asbestos abatement and new steel stud and gypsum board construction with associated finish work. Work shall be coordinated with the general contractor for items affecting or affected by the construction of Fargo VA Project 437-311, CLC (TCU) Expansion and Remodeling, as 437-310, Bldg 1 Additional Outpatient Space Project will provide the base structure and utilities for the CLC Expansion. A portion of the main water loop and a portion of the one of the chiller plant electrical feeds would be relocated in order to allow for the installation of the new addition. In addition there shall be other utility system modifications required as determined during the project's design, such as relocating the surgical chiller. Under no circumstances shall the exit pathways to or from the building be blocked since the exits are required for emergency egress. All work shall be in compliance with all applicable NFPA, NEC, Life Safety Code, UFAS, OSHA and other pertinent code requirements. The Contractor shall have 547 calendar days from the date of receipt of the notice to proceed to complete the project. Contractor shall develop and submit a detailed schedule for all phases of the project for approval by the Contracting Officer Representative (COR). Work should be phased so that it minimizes the impact to the VA. The estimated magnitude of the construction project is between $5,000,000 and $10,000,000. Electronic solicitation documents will be made available in electronic format only through the Federal Business Opportunities website at: http://www.fedbizopps.gov. It is recommended that contractors complete the solicitation mailing list on the website before downloading the solicitation. This procurement is 100% set-aside for SMALL BUSINESS (SB). Prospective contractors must be registered and current in the VetBiz Registry website prior to submitting a bid: http://www.vip.vetbiz.gov. Prospective contractors must be registered and current in CCR and ORCA prior to award: http://www.ccr.gov and https://orca.bpn.gov. Bids will only be accepted from responsible and responsive contractors. The contractor must be a firm approved under NAICS code 236220 with a size standard of $33.5 million. Proof of bonding will be required at the submission of bids. The VA anticipates making the plans and specifications available for download from the FedBizOpps website at https://www.fbo.gov/ on or about 5 July, 2012. Amendments to this solicitation will be posted at the FedBizOpps website as well. Bidders are responsible for obtaining and acknowledging all amendments to this solicitation prior to the time of bid closing.
