Description
NASA GRC intends to increase the ceiling price for the Space Flight Systems Technical Support Services contract with Alphaport, Inc. in the amount of $1.2M per FAR 6.302-1. 'Only one responsible source and no other supplies or services satisfy agency requirements' under the authority of 10 U.S.C. 2304(c)(1).' Under the current contract, there has been greater utilization than originally anticipated and the burn rate has become higher than initial estimates. Also, over the life of this contract project requirements have grown and new projects have emerged which have contributed to greater than anticipated utilization. The increase in the contract ceiling will cover required on-going work efforts activities without interruption while a follow-on procurement is being conducted. If current efforts are discontinued there would be a high probability of mission failure for the projects supported, and the Governments substantial investment (time and money) in these projects would be lost. It is essential that the ongoing work continue to be performed by the current contractor as they have experience and understanding of the efforts being performed and offer GRC the greatest probability of successfully meeting GRCS project milestones and commitments. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 6, 2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
