- The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. The Government reserves the right to cancel this solicitation at any time. This project is for the construction of a communications facility at Malmstrom AFB, (Great Falls) Montana. Work consists of the contractor providing all labor, equipment, transportation, materials, quality control and supervision necessary to conduct all construction, repairs or maintenance requirements in accordance with the project specifications, drawings and blueprints. The Request for Proposal will be available on or about 5 July 2012. The Request for Proposal will close on or about 3 Aug 2012. The Performance Period for this project is one hundred and twenty (120) calendar days after receiving the Notice to Proceed. The Notice to Proceed will be issued within 10 days after award of the solicitation. This acquisition is open all small business in accordance with the Small Business Jobs Act of 2010. The Request for Proposal will be available by Electronic Transmission only at: http://www.fbo.gov. Potential contractors must be currently registered in the Central Contractor Registry to be eligible for award. (See Internet Site: http://ccr.edi.disa.mil/ccragent/p/sq1/ccr.welcome). All responsible sources must submit an offer good through 30 September 2012, which shall be considered by the agency. Potential contractors must also be currently registered with ORCA. (See Internet Site: http://orca.bpn.gov/). The magnitude of this project is between $500,000.00 and $1,000,000.00 This purpose of this project is to provide a complete and usable secure communications facility in Building 500, to comply with current Air Force design standards, Headquarters Global Strike Command design directives, Base standards and referenced publications. The 700 sq ft communications facility will be designed in accordance to the "Intelligence Community Standard (ICS) Number 705-1, Physical and Technical Security Standards for Sensitive Compartmented Information Facilities." This document will only be made available to the successful bidder after they have entered under contract with the US Government. Bidder has all information required using the drawings and specifications to provide a full construction bid without use of the document during bidding. The envelope of the Communications Facility will comply with the requirements for a "Fixed Facility SCIF Construction" as detailed in Chapter 3 of ICS 705-1. This document will only be made available to the successful bidder after they have entered under contract with the US Government. Bidder has all information required using the drawings and specifications to provide a full construction bid without use of the document during bidding. The wall will be modified to mitigate electronic emissions and meet special STC ratings. The communications facility will include a raised floor system. A suspended ceiling will be added at above the raised floor system. A secure ceiling will be installed above the existing floor. This ceiling system will also perform at a high STC rating targeted for STC 70 and will require special construction. The barrier, hard lid ceilings, acoustic walls and floor will completely enclose the communications facility. Spaces within the facility are the main office/conference room and the server room. There are offices surrounding the communications facility which will be affected and require construction. There will be one new air terminal unit installed to condition the new secure space. Another new air terminal unit will be installed to condition the space outside of the new secure space. The units will be fan assisted variable air volume cooling units with hot water heating coils. An existing duct will be removed to facilitate installation of the ceiling and a new duct will be installed in the original location. A plumbing vent will need to be relocated. A domestic cold water pipe will need to be relocated. The heating water run outs to the existing VAV serving the adjacent classroom and will need to be relocated. The heating water pipes may remain as they exist above new ceiling. New digital controls will be installed on the new air terminals and integrated into the existing digital building control system. Lighting rework, reuse, and new installation will be a part of the project. Fixtures will be modified as required to accept battery backed ballasts for instant emergency lighting. Receptacles and cover plates in all remodeled spaces shall be new commercial grade. Power will be provided to new mechanical equipment as required. Existing panels and associated feeder shall be removed as required. New panels will be installed with feeders as required. New UPS's will be provided in different areas. Intrusion Detection System (IDS) will be provided as required and transmitted via Diebold transceiver. There will be IDS equipment and wiring in three different buildings for this project. DIEBOLD COMPANY IS THE ONLY AUTHORIZED SOLE SOURCE COMPANY TO PROVIDE THE INTRUSION DETECTION SYSTEM. Existing building fire alarm system will be extended into space as required for connections to smoke detection and signals. VTC system will be provided including TV, cabling, devices. CCTV communication lines will be located in and around the SCIF. Telephone and data jacks and cover plates shall be provided new. All cabling shall be new as directed. The majority of cabling will be fiber optic, multi-mode or single-mode as directed. A CATV jack and wall blocking will be added. THIS PROJECT REQUIRES SPECIAL ATTENTION TO DETAIL AND A HIGH LEVEL OF COORDINATION WITH SPECIAL SYSTEMS PERSONNEL.
