- Renovation and Adaptive Reuse of Building 29A A/E Services - Satement of Work Program of Requirement. Study THIS IS A REQUEST FOR SF330 FORMS ONLY. THERE ARE NO SOLICITATION DOCUMENTS AVAILABLE. The National Institute of Health (NIH) in Bethesda, Maryland, is soliciting and intends to award a firm fixed price contract for Architect/Engineering (A/E) /design services for Building 29A. The A/E shall provide Services for all architectural and engineering disciplines including, but not limited to: base building core and shell architecture; civil engineering and landscape architecture; mechanical, electrical, and plumbing engineering; scientific research laboratory planning; vivarium planning; energy modeling; structural engineering including seismic analysis and blast protection; building code, life safety, & fire protection consulting; exterior envelope and waterproofing consulting; vertical transportation (elevator) consulting; lighting consulting (exterior and interior); security consulting including force protection / blast resistance, vehicular and pedestrian access control, electronic, & perimeter; telecommunications consulting; sustainable design consulting including LEED certification; accessible design; geotechnical engineering; environmental engineering including an industrial hygienist; parking/traffic consulting; interior design; acoustical and audio-visual consulting; exterior building identification and interior way finding signage; and furniture, fixtures, and equipment consulting. See the attached Statement of Work and attachments for details The NAICS code for this project is 541310 Architectural Services and/or 541330 Engineering Services. The prime (or joint venture) firm must be registered and active in the Central Contractor Registration (CCR) at time of submission. The Government must agree to the use of any subcontractors and outside associates (See FAR 52.244-2) Please submit your qualifications and past performance data on SF330 Part I and II (architect-engineer qualifications). You can obtain Standard Form 330 at: http://www.gsa.gov and then clicking on Forms Library located under the most requested links on the left hand side of the web page. Firms desiring consideration should submit completed originals and three copies (NO ELECTRONIC COPIES) of form SF330 part I and II no later than 3:00 P.M. on Monday, July 23rd, 2012 to: Office of Acquisitions Bldg. 13, Room 2E48 9000 Rockville Pike Bethesda, MD 20892 Attn: Josephine Chutta TECHNICAL EVALUATION FACTORS Firms will be evaluated based on the following evaluation criteria which are shown in descending order of importance: Criterion 1. Professional Qualifications necessary for satisfactory performance of required services; Criterion 2. Specialized Experience and Technical Competence in type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and use of recovered materials; • The Offeror must submit a minimum of (3) but not more than six (6) successfully completed commercial and/or institutional projects similar in scope and size described in the statement of work for which the contractor performed work as a prime contractor. • The Offeror shall provide the following information for each project: project type, name of the project, location of project, owner, general scope of project, your role in design of this project, estimated or actual construction cost, extent and type of work subcontracted and, design start and end dates. Criterion 3. Capacity to accomplish the work in the required time; Criterion 4. Past Performance on contracts with government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules. Criterion 5. Location in general geographic area of the project and knowledge of Locality of the project. Criterion 6. Building Information Modeling (BIM) knowledge and experience: This factor considers the extent of the offeror's experience in producing design documents using BIM model. The offeror must demonstrate the use of the state of art BIM software during design and construction. Describe the experience of using BIM software for the submitted projects and technical approach for the project execution and coordination efforts with various disciplines, construction contractor, facility manager and, operations and maintenance staff. Criterion 7. Participation of Small Disadvantaged Business (SDB) Concerns: This factor considers the extent of the offeror's commitment to use SDB concerns in the project. Considerations include the following, among others: • The extent to which SDB concerns are specifically identified; • The complexity and variety of the work SDB concerns are to perform; • The extent of the participation of SDB concerns in terms of the value of the total acquisition. SUBMISSION REQUIREMENTS All requirements of this announcement must be met for a business to be considered for selection. Interested businesses must submit completed originals and three (3) copies of Part I and II of the SF 330 and supplemental qualification documents to substantiate these requirements and evaluation criteria described above. Part II of the SF 330 must be submitted for the prime business (or joint venture) and for each consultant. Please note that a separate Part II is required for each branch office of the prime business and any subcontractors when they will have a key role in the proposed contract. The SF 330 Part 1 and supporting qualification documents shall have a page limit of 75 pages. A page is one side of a sheet. Fonts shall not be smaller than 11 point Times New Roman and margins shall not be less than one inch for any attachments to the SF 330 and for any supporting qualification documents. Each copy shall be divided by tabs (dividers) separating Parts I and II, and tabs dividing the subsequent sections from each other. Tabs do not count towards the page limit. Firms are strongly advised to ensure that their submittals address the requirement sufficiently for evaluation. Firms shall ensure the SF 330 and supplemental qualification document submission address, the following requirements: (1) Provide company information to include name, address, telephone number, business category (e.g. Large, 8(a), SDVOSB), relevant NAICS code, DUNS number; (2) Describe the organizational structure to include key personnel information and their relevance to the tasks described, denote the business' primary person proposed to be the direct contact with NIH throughout the contract period for contract management as the "Contract Project Manager", and denote the business' primary person/people proposed to be the direct contact with NIH throughout the contract. Further, describe the team's design approach to pre-design, design, and construction administration services; workflow; process (project management plan). (3) Highlight relevant experience relating to the tasks described above - describe scope and nature of completed relevant projects to include design fee, beginning and ending construction contract price, beginning and ending date of the project, customer name and point of contact, and indicate if you are/were the prime or sub contractor; (4) Provide a summary of current contract activities/commitments; (5) Describe your link to sufficient local labor and resources to accomplish work of this nature; (6) Describe your business' capacity to accomplish the work in the required time including the capacity to accomplish multiple simultaneous work orders; (7) Describe your access to capital resources/funding to undertake multiple projects with work of similar scope to that which is contemplated; (8) Describe your firm's experience, technical competence, and project team capability in Building Information Modeling. A job walk is scheduled on July 10, 2012 at 2:00 PM at: Bldg. 29A 9000 Rockville Pike Bethesda, MD 20892 Firms will be screened by the evaluation board, scored and ranked according to score. The three most qualified firms, and only those firms, will be invited to interview with the selection board and will again be scored based on the same evaluation criteria listed above.
