- Description
- This is notice of intent to award a sole source contract and is not a request for competitive proposals. The Centers for Disease Control and Prevention, National Center for Health Statistics, Hyattsville, MD, intends to solicit and enter into a contract with University of Manchester, United Kingdom for the lease of a total of 5 imaging systems to provide dual imaging fluorosis capability (PWL & QLF) using a motorized filter wheel system with associated maintenance agreements. The Government's requirements are: 1) must provide dual camera fluorosis capturing system including necessary software and hardware for the duration of the 5 year study; 2) must provide set up, installation and testing of the equipment in the NHANES in advance of the study; 3) must provide support in using the system during the duration of the study; 4) must take pictures of participants for level fluorosis; 5) the new system must incorporate existing QLF and white polarized light technology into a single device; 6) must assess the ability of a novel imaging system to detect and quantify enamel fluorosis ;7) must provide support and maintenance on a continuing and ongoing basis; 8) system specifications must include ring illumination (custom made), USB control unit for ring illuminator (computer controlled), firewire 3CCD Hitachi camera, and filter wheel from thorlabs, and USB control unit for filter wheel. The Government intends to solicit, negotiate and award to only one contractor using other than full and open competition procedures pursuant to the authority of USC 2304(c)(1) pursuant to FAR 6.302-1(2)(i), supplies or services needed by the agency are available from only one responsible source and no other type of supplies or services will satisfy the needs of the agency. A determination not to compete this requirement is based on market research and is solely within the discretion of the Government. This announcement is not a request for competitive quotations. Interested parties who feel they possess the capabilities to provide the information described above should submit a capabilities statement demonstrating their ability to Christine Godfrey by email at cgodfrey@cdc.gov. No solicitation is available and telephone requests for information will not be honored. This notice of intent is not a request for competitive proposals; however, the Government shall consider all responses received within three (3) days of this posting. A determination by the CDC not to compete this proposed contract, based upon responses to this notification, is solely within the discretion of the government.
