Description
The Federal Bureau of Prisons, TDAT Contracting Office, is seeking proposals from sources having the ability to provide community-based outpatient sex offender treatment services, within a 10 mile radius of Philadelphia City Hall, located at Broad and Market Streets. Philadelphia, Pennsylvania, 19107 and located along a Southern Pennsylvania Transportation Authority (SEPTA) route. Performance periods under this contract will be for a one-year base period estimated to begin on October 1, 2012 with four (4) one-year option periods, with services ending (if all options years are renewed) on September 30, 2017. The services required for this contract include a Base Year, Option Year One, Option Year Two, Option Year Three and Option Year Four, respectively. Base Year: Estimated number of inmates 21: Sex Offender Specific Evaluation & Report (one per inmate) for 21 inmates; Clinical Polygraph Exam & Report; (1 per inmate) for 21 inmates; Clinical Polygraph Maintenance Monitoring Test (1 per inmate) for 21 inmates; Sex Offender Individual Counseling (30 minutes = 1 session)(24 per inmate) for 504 sessions; Sex Offender Group Counseling (30 minutes = 1 session)(72 per inmate) for 1512 sessions; Transportation (96 trips per inmate) for 2016 trips Option Year One: Estimated number of inmates 22: Sex Offender Specific Evaluation & Report (one per inmate) for 22 inmates; Clinical Polygraph Exam & Report; (1 per inmate) for 22 inmates; Clinical Polygraph Maintenance Monitoring Test (1 per inmate) for 22 inmates; Sex Offender Individual Counseling (30 minutes = 1 session)(24 per inmate) for 528 sessions; Sex Offender Group Counseling (30 minutes = 1 session)(72 per inmate) for 1584 sessions; Transportation (96 trips per inmate) for 2112 trips Option Year Two: Estimated number of inmates 23: Sex Offender Specific Evaluation & Report (one per inmate) for 23 inmates; Clinical Polygraph Exam & Report; ( 1 per inmate) for 23 inmates; Clinical Polygraph Maintenance Monitoring Test (1 per inmate) for 23 inmates; Sex Offender Individual Counseling (30 minutes = 1 session)(24 per inmate) for 552 sessions; Sex Offender Group Counseling (30 minutes = 1 session)(72 per inmate) for 1656 sessions; Transportation (96 trips per inmate) for 2208 trips Option Year Three: Estimated number of inmates 24: Sex Offender Specific Evaluation & Report (one per inmate) for 24 inmates; Clinical Polygraph Exam & Report; ( 1 per inmate) for 24 inmates; Clinical Polygraph Maintenance Monitoring Test (1 per inmate) for 24 inmates; Sex Offender Individual Counseling (30 minutes = 1 session)(24 per inmate) for 576 sessions; Sex Offender Group Counseling (30 minutes = 1 session)(72 per inmate) for 1728 sessions; Transportation (96 trips per inmate) for 2304 trips Option Year Four: Estimated number of inmates 25: Sex Offender Specific Evaluation & Report (one per inmate) for 25 inmates; Clinical Polygraph Exam & Report; ( 1 per inmate) for 25 inmates; Clinical Polygraph Maintenance Monitoring Test (1 per inmate) for 25 inmates; Sex Offender Individual Counseling (30 minutes = 1 session)(24 per inmate) for 600 sessions; Sex Offender Group Counseling (30 minutes = 1 session)(72 per inmate) for 1800 sessions; Transportation (96 trips per inmate) for 2400 trips The services shall be in accordance with the Federal Bureau of Prisons Transitional Drug Abuse Treatment (TDAT) Sex Offender Treatment Services Statement of Work dated February 2012. The request for proposals will be available on or after July 2, 2012 and will be distributed solely through the General Services Administration's Federal Business Opportunities web site http: //www.fedbizopps.gov. Hard copies of the proposal will not be available. The site provides downloading instructions. All future information about this acquisition, including proposal amendments, will be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The estimated closing date is on or about August 7, 2012. Faith-Based and Community -Based Organizations can submit offers/bids/proposals equally with other organizations for contracts for which they are eligible. The BOP anticipates awarding a firm-fixed price contract. All responsible business concerns may submit a proposal which will be considered by this agency.
