Description
The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the Analytical Chemistry Division, Material Measurement Laboratory, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Thermo Electron North America LLC, Madison, WI, for the purchase of a Nano Flow High Performance Liquid Chromatography (HPLC) System (Dionex Model UltiMate 3000). Sole Source determination is based on the following: In order to continue to improve metrology in analytical chemistry, the Analytical Chemistry Division requires a Nano Flow HPLC System for separation, detection, and quantification of organic and organometallic species, peptides, proteins and lipids by mass spectrometry methods in order to service the NIST Standard Reference Material (SRM) program. Therefore, the system must be capable of both providing flow rates for both capillary and microbore LC separation configuration for measurements by ICP-MS and ESI/MS/MS. In summary, the nano flow system must be capable of nano, capillary, and micro-bore configurations and with the appropriate autosampler and column temperature control options in order to maintain essential group research and development capabilities. This capability is essential to matching the liquid flow rate capabilities (20 nL/min - 50 µL/min) to the sample introduction system on existing ICP-MS (3 Thermo Fischer & 1 Thermo Elemental) and ESI/MS/MS (2 AB Sciex) instrumentation used for the identification and quantification measurements of unknown species in NIST SRMs vital for the NIST healthcare research initiative. This arrangement will insure efficient transfer of existing and newly developed measurement methods currently in use in both the NIST Gaithersburg and Charleston laboratories. These methods include the use of hyphenated analytical methods relying upon liquid chromatography interfaced to ICP-MS and ESI/MS/MS for simultaneous or sequential measurements of chromatographic separations. Similarly, there is a need for the Inorganic Chemical Metrology Group to share chromatography based separation methods and access data and experiments across a common Liquid Chromatography platform. The required instrument is critical to maintaining high resolution liquid chromatographic separation integrity at UPLC pressures (10,000 psi) across the different mass spectrometry instrumentation either simultaneously or sequentially. The flexibility of the Dionex system to provide a separation platform over a wide range of flow rates which are compatible with the cross platform instrumentation is unique to the Dionex system. No other instrument manufacturer can provide a SINGLE Liquid Chromatography system that satisfies the Government's minimum specifications. This arrangement will help NIST to comply with certain aspects of the NIST quality system and allow for routine testing of comparability between the NIST Gaithersburg and NIST Charleston laboratories. Thermo Electron North America LLC is the only vendor capable of providing the required Nano Flow High Performance Liquid Chromatography System in order to satisfy the Government's minimum requirements. Thermo Electron is the sole manufacturer and distributor. The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by July 6, 2012, 3:30 p.m. EST. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
