Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the Federal Acquisition Regulation (FAR) format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The government intends to issue a Purchase Order in accordance with FAR PART 13.106 for the below requirement under Simplified Acquisition Procedures. The solicitation number is 1105343. This solicitation is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-58, May 18, 2012. The associated North American Industry Classification System (NAICS) Code is- 811310 - Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance; Small Business Size Standards in $7.0 millions of dollars. This combined synopsis/solicitation is set-aside for Small Business. Respondents are responsible for delivery in person, by e-mail, fax, mail or other delivery method their complete proposal and any additional documents before 9:00 am (Central Standard Time - Local Prevailing Time in Jefferson, Arkansas) on June 29, 2012 to james.rawls@fda.hhs.gov, Fax (870) 543-7990, or mail to the U. S. Food and Drug Administration (FDA), OO/OFBA/OAGS, Attention of Howard Nesmith, 3900 NCTR Road, Jefferson, AR 72079-9502. PLEASE NOTE - The above contact information is for the Contracting Office and not necessarily the delivery address. The delivery address is indicated in the FOB Destination section below. When appropriate, Respondents should consult with delivery providers to determine whether their documents will be delivered prior to the scheduled time. The Food and Drug Administration is soliciting to Change Over Storage Refrigerator and Freezer to an Air Cooled System. Any award(s) resulting from this solicitation is contingent on the availability of funds within the 2012 Fiscal Year and as such, prices shall be firm through September 30, 2012. Statement of Work (SOW)/Performance Work Statement (PWS) Provide a new air cooled condensing unit (CJDL-0400-TFC-001 hermetic compressor 208-230/3 or equivalent) and a new evaporator (LCE6-270BB evaporator, electric defrost 208-230/1 or equivalent) on a Jewett Walk-in Freezer Model Number BR1460. Provide a new air cooled condensing unit (FJAM-A200-TFC-020 hermetic compressor 208-230/3 or equivalent) and a new evaporator (LCA6-160AB evaporator, air defrost 120 volt or equivalent) on a Jewett Walk-in Cooler Model Number BR1459. Change the two water cooled condensers to the two new air cooled condensers on a 16' x 16' x 8' -5o F box temperature walk-in freezer and a 16' x 16' x 8' 35o F box temperature walk-in cooler in the Arkansas Regional Laboratory room 170B of building 26 of the Jefferson Laboratory Center in Jefferson, Arkansas. Which involves removing the refrigerant from the two walk-ins, removing and disposing of the water cooled condensers on both walk-ins. Install new air cooled condensing unit and hermetic compressor on a walk-in freezer. Install new air cooled condensing unit and hermetic compressor on the walk-in cooler. Remove and dispose of the two current onsite evaporators. Install new evaporator and electric defrost on the walk-in freezer. Install the new evaporator and air defrost on the walk-in cooler. Extend copper refrigerant lines to the new location (refrigerant line sizes for walk-in cooler 3/8 x 7/8 and for the walk-in freezer 5/8 x 1-3/8). Extend the electrical service to the new location. Insulate the suction line. Pressurize the units to perform a leak test. Evaluate and recharge both units. Perform a start-up on the two units to ensure proper operation. Clean the work area, dispose of all old equipment and give a detailed report of work performed. Contract Type - Commercial Item - Firm fixed price. Simplified procurement procedures will be utilized. An official authorized to bind the Offeror must sign the terms and conditions of the offer. Offerors that fail to furnish required representations and certifications, or reject the terms and conditions of the solicitation, may be excluded from consideration. The provision at FAR 52.212-1 Instructions to Offerors - Commercial Items applies to this solicitation. The provision at FAR 52.212-2 Evaluation-Commercial Items is applicable to this solicitation. The specific evaluation criteria to be included in paragraph (1) of that provision are as follows: The Government will award the purchase order to the responsible offeror who offer conforming to the solicitation will be the most advantageous to the Government on price and other factors considered. The Technical Evaluation will be determined by the following: A decision by the COTR on whether the proposed contractor's service meets or exceeds the Requirements; Past Performance will be evaluated based on information provided by the offeror as to the service of same proposed products to the industry or government agencies. Past performance will consider the ability of the items to meet technical specifications as advertised by the offeror, past record of meeting repair schedules, and service/maintenance reputation. Quotes will be evaluated on a "Best Value" and technically acceptable basis. Offerors shall submit sufficient information for the Government to determine the technical acceptability of the proposed equipment. In order for the service to be considered technically acceptable, it must meet the salient characteristics listed in the attached statement of work. The government is not responsible for locating or securing any information, which is not identified in the proposal. To ensure information is available, vendors must furnish as part of their proposal all descriptive material necessary for the government to determine whether the service meets the technical requirements. Quotes shall include technical specifications, descriptive material, literature, brochures and other information corresponding to each minimum required item, which demonstrates the capabilities of the offeror. The Provision at FAR 52.212-3, Offerors Representations and Certifications-Commercial Items, applies to this acquisition. An offeror shall complete only paragraph (b) of the provision if the offeror has completed the annual representations and certification electronically at http://orca.bpn.gov. The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (Mar 2012), applies to this acquisition.
