Description
Pre-Solicitation Notice CLC (TCU) EXPANSION AND REMODELING Project: 437-311 Contractor to provide all resources including, but not limited to, materials, labor, parts, and equipment necessary to complete project 437-311 "CLC (TCU) EXPANSION AND REMODELING", in accordance with the plans and specifications. The project is located at the Fargo, ND VA Health Care System. Scope of Work: A 14,920 gsf addition to the south end of Building 1 at second floor will be added and 14,033 gsf of existing space will be remodeled so that CLC (TCU) may be provided with private patient rooms. Existing CLC (TCU) areas would be completely gutted and remodeled. Presently patients typically share a room with another patient and a toilet room with three other patients. There is no shower in the shared toilet rooms located between the bedrooms. Showers must be taken in one of the single shower rooms at each end of the existing CLC (TCU) space. The remodel would include providing private rooms with attached bathrooms that include showers. The design and finishes would provide more of a home-like setting for the patients. All utilities (electrical, HVAC, plumbing, sprinklers, fire alarm, etc) serving the existing CLC (TCU) space would be replaced since the area would be gutted and remodeled. The addition space would be provided with all new utilities. The windows in the existing space shall be reused since they are only a few years old and are energy efficient. Windows within the addition would be required to match the existing windows and contract document requirements. The exterior construction of the new addition shall be brick to match and blend with the adjacent buildings. Work shall have to be coordinated with the general contractor for items affected by the construction of Fargo VA Project 437-310, Bldg 1 Additional Outpatient Treatment Space since this project provided the base structure this addition will be located on and connections for utilities. Work shall involve, but shall not be limited to: demolition, concrete, structural steel installation, masonry, roofing, mechanical, fire protection, plumbing, electrical, asbestos abatement and new steel stud and gypsum board construction with associated finish work. Under no circumstances shall the exit pathways to or from the building be blocked since the exits are required for emergency egress. All work shall be in compliance with all applicable NFPA, NEC, Life Safety Code, UFAS, OSHA and other pertinent code requirements. The Contractor shall have 730 calendar days from the date of receipt of the notice to proceed to complete the project. Contractor shall develop and submit a detailed schedule for all phases of the project for approval by the Contracting Officer Representative (COR). Work should be phased so that it minimizes the impact to the VA. The estimated magnitude of the construction project is between $5,000,000 and $10,000,000. Electronic solicitation documents will be made available in electronic format only through the Federal Business Opportunities website at: http://www.fedbizopps.gov. It is recommended that contractors complete the solicitation mailing list on the website before downloading the solicitation. This procurement is 100% set-aside for SMALL BUSINESS (SB). Prospective contractors must be registered and current in CCR and ORCA prior to award: http://www.ccr.gov and https://orca.bpn.gov. Bids will only be accepted from responsible and responsive contractors. The contractor must be a firm approved under NAICS code 236220 with a size standard of $33.5 million. Proof of bonding will be required at the submission of bids. The VA anticipates making the plans and specifications available for download from the FedBizOpps website at https://www.fbo.gov/ on or about 19 July, 2012. Amendments to this solicitation will be posted at the FedBizOpps website as well. Bidders are responsible for obtaining and acknowledging all amendments to this solicitation prior to the time of bid closing.
