- This Request for Information (RFI) is issued by NASA Ames Research Center (ARC) to determine potential sources to diagnose and repair or remanufacture malfunctioning electronic input-output processor (IOP) circuit cards for the Research Flight Control Computer Assembly (RFCCA) of the RASCAL JUH-60 research helicopter. The RFCCA was designed and manufactured by Boeing Defense and Space Group, Helicopters Division and Lear Astronics Corp. under contract to NASA Ames Research Center in the 1990s. The RFCCA was designed and manufactured to the same standards as contemporary production military helicopter flight control electronic hardware. The U.S. Government owns the design of the RFCCA and retains schematics of the major circuit cards. However, detailed design documentation, including Gerber files and bill of materials for the IOP cards are not available. Some reverse engineering may be required to reconstruct required detailed design information. Two fully functional RFCCA units were delivered to NASA along with one qualification test unit. One RFCCA remains fully functional, and one suffers from intermittent IOP card malfunctions. The qualification unit is not functional. NASA also maintains two test benches for the RFCCA that are used as interfaces for hardware in the loop simulation laboratories and for conducting system functional and diagnostic tests. One RFCCA and one test bench can be made available to support diagnosis, repair, and/or remanufacture of IOP cards. NASA ARC anticipates that work will be accomplished in two phases. The first phase will likely include a review of RFCCA existing design data and functionality, investigation and documentation of IOP card malfunctions, possible reverse engineering of unavailable required design data, and development of a plan to repair and/or remanufacture fully functional IOP cards. The first phase may be awarded as a cost reimbursable contract. The second phase will include the repair and/or remanufacture of a fixed number of IOP cards. The outputs of the first phase should reduce the technical risk of the second phase sufficiently that it can be awarded as a fixed-price contract. The objectives of the current RFI are as follows: A.Determine potential industry sources for the technical and manufacturing expertise required to diagnose and repair military helicopter flight control computer hardware. B.Gather information from industry on the information, tools, supplies and techniques required to diagnose and repair military helicopter flight control computer hardware. C.Obtain information to help the Government develop an effective Request for Proposal to diagnose and repair and/or remanufacture IOP cards for the RASCAL RFCCA. More specifically, for item B, the objective of this RFI is to determine: 1.What kinds of non-invasive and invasive inspection techniques are available to diagnose the source of IOP circuit board malfunctions? 2.What type of test equipment is required to diagnose IOP circuit board malfunctions and to verify correct functionality? 3.What kinds of engineering skills and techniques are available to reverse engineer required missing circuit board design data? 4.Can modern manufacturing processes be used to remanufacture circuit boards designed and built 20 years ago? 5.What options are available to replace obsolete electronic components? Responses: This section contains all of the information required to submit a response. No additional forms or other materials are required. NASA solicits and appreciates responses from all capable and qualified sources that meet the following format: Section 1 A non-proprietary cover page that identifies: a. RFI title: Diagnosis, Repair and/or Remanufacture of RASCAL JUH-60 Flight Control Computer Input-Output Processor Cards, RFI # NNA12440683L. b. Full name of your organization. c. Responders technical and administrative points of contact which includes names, titles, postal and email address, phone number, and website (if applicable). d. Description of your business/ organization/ educational institution: Include size of business based on NAICS code 541712 (R&D in the Physical, Engineering, and Life Sciences), whether your company is large, small, small disadvantaged, 8(a), HUBZone, veteran-owned and/or woman-owned; number of employees, number of years in business. Describe any collaboration or teaming arrangements with other organizations that might be used in order to provide the necessary expertise contained in this RFI. Section 2 Detailed and succinct answers to each of the five applicable questions listed above, along with any additional information deemed to be relevant and useful, including photographs and/or drawings of the instrument, or other data as applicable. Section 3 A description of your organizations capabilities and past experience applicable to the RFI content. Responses are limited to a maximum of 10 pages (cover page not included in page count), MS Office or Adobe PDF format, and should be emailed to the contracting officers, Patricia.L.Williams@nasa.gov and Marianne.Shelley@nasa.gov with an email posting date not later than July 15, 2012. ARC is seeking capability statements from all interested parties, including small businesses, small disadvantaged businesses (SDB), 8(a), woman-owned and woman-owned small businesses (WOSB), veteran-owned and veteran-owned small business (VOSB), service disabled veteran-owned (SD-VOSB), Historically Underutilized Business Zone (HUBZone) businesses, and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) for the purposes of determining the appropriate level of competition and/or small business subcontracting goals. The Government reserves the right to consider a Small, 8(a), Woman-owned (WOSB), Service Disabled Veteran (SD-VOSB), or HUBZone business set-aside based on responses hereto. No solicitation exists. Therefore, do not request a copy of the solicitation.If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offerors responsibility to monitor these sites for the release of any solicitation or synopsis. This synopsis is for information and planning purposes only, subject to FAR provision 52.215-3, entitled Request for Information or Solicitation for Planning Purposes. This is a request for information and is not to be construed as a commitment, implied or otherwise, that NASA ARC will take procurement action in this matter. Further, neither NASA ARC nor the Government will be responsible for any cost incurred in furnishing this information. Respondents will not be notified of the results of the evaluation. Although all information received will be carefully reviewed and considered for inclusion in a later action, the initiators of this request make no commitment to include any particular concept or approach. NASA ARC is issuing this RFI to gain a better understanding of industry/ academic capabilities and to assess the current state of the technology. NASA intends to use the results of this market research to aid in the making of final acquisition decisions.Any future procurement resulting from this RFI is contingent upon the availability of appropriated funds. Following this initial feedback, NASA may conduct one-on-one meetings with organizations that have provided information in response to this request. These meetings will allow for exchange of information and will provide an opportunity for the Government to obtain a better understanding of the state of the technology. All information received in response to this RFI that is marked Proprietary will be handled and protected accordingly. As applicable, NASA may provide Proprietary information to its support service contractors who are under an obligation to keep third-party Proprietary information in confidence. By submitting a response to this RFI, the responder is deemed to have consented to release of Proprietary information to such NASA support service contractors.
