Description
The Department of Veterans Affairs (VA) Capitol Healthcare Network (VISN 5) intends to solicit proposal from contractors to provide housing first advisory and technical assistance and training services to Veterans who are homeless. The DC VAMC anticipates issuing a solicitation for this requirement on or about July 16, 2012, with a closing date for proposals on or about July 30, 2012. The solicitation will be available for download from http://www.fbo.gov. Interested contractors will be responsible for downloading copies of solicitation (and any subsequent amendments) from that website, and no hard copies will be made available. The solicitation will provide full information to contractors about the proposal submission process. Prospective offerors are encouraged to register their interest in the solicitation on the FBO website so that they are notified of the issuance of the solicitation and any amendments. This requirement is 100% set aside for Service Disabled Veteran Owned Small Businesses (SDVOSB) to provide the service. The NAIC Code for this solicitation is 541611. The Department of Veterans Affairs (VA) is taking decisive action toward its goal of ending homelessness among our Nation's Veterans. To achieve this goal, the VA has developed a Five-Year Plan to End Homelessness among Veterans, designed to assist every eligible homeless Veteran as well as Veterans at risk for homelessness, to receive appropriate services. The VA shall help Veterans acquire safe housing, needed treatment services, opportunities to return to employment, and benefits assistance. To eliminate homelessness among Veterans, VA shall continue to move towards a Housing First approach in its HUD/VASH programs. All Case Managers and Substance Use Disorder Specialists in the HUD/VASH program are to have training in clinical approaches relevant to the population, including the Housing First model. Outreach and education about HUD/VASH to all internal and external stakeholders is a critical component of the elimination of homelessness among Veterans. To effectively accomplish this, HUD/VASH Case Managers and Outreach staff must use a Housing First approach, which is a highly-effective intervention strategy that utilizes assertive community outreach combined with a low-demand approach that does not require the usual "housing readiness" conditions of sobriety or full compliance with mental health treatment as a condition of acceptance or continued stay. The government will use a best value source selection method under Part 13 of the Federal Acquisition Regulation and anticipates making a single award of firm-fixed price contract for this requirement for a period of twelve months. To be eligible for award, contractors must be registered in the Central Contractor Registration data base at www.ccr.gov. Registration is free and potential offerors are encouraged to visit that CCR website and register as soon as possible to avoid delays should they be selected for a contract award.
