Please review your data before submitting to FedBizOpps: Action Code: Special Notice Class Code: 53 - Hardware and Abrasives NAICS code: 334516 - Analytical Laboratory Instrument Manufacturing Subject: 53-- FieldSpec 4 Hi-Res Spectroradiometer Solicitation Number: W909MY12P0012 Description: The US Army Contracting Command, Aberdeen Proving Ground-Belvoir Division, on behalf OF US Army Night Vision & Electronic Sensors Director intends to award on a sole source basis to ASD,Inc. to provide FieldSpec 4 Hi-Res Spectroradiometer, 350-2500nm, Ruggedized Hi-Resolution Full-range 1.5 Meter Cable, Instrument Controller.During OEF and OIF, the US Army has become more dependent upon the use of signatures in identifying threat targets. Threat targets could be, but are not limited to IED's, explosives, manmade objects, illicit drug plants and processing, etc. The use of signatures allows definitive identification of those threat targets and provides the basis/justification for many offensive actions against those targets. The use and trust of signatures in a battlefield environment has occurred because there are many systems that provide signatures. These are typically called hyper spectral sensing systems. In order to trust a system that collects signatures, one has to not only develop a library of signatures, but has to test the systems against these signatures. To ensure the system is detecting, displaying and processing the correct signature for identification of a certain target, the systems have to be calibrated, characterized and tested with NIST traceable sources. NVESD is a Government Research and Development facility that is at the forefront of developing hyper spectral sensing systems that have been placed in theatre to support the signature collection efforts that provide the identification of threat targets by no other detection means. NVESD maintains a calibration and characterization lab for the purpose of calibrating these types of sensor systems to verify they are collecting the true signature. An extremely vital piece of that facility is the ASD point spectrometer. This device is not used to verify one, but many hyper spectral systems. Also, this device is used to explore potentially new signatures for exploitation by systems currently in theatre. NVESD has several trained operators of the equipment across at least three different Divisions and OSD utilizes this device as a field truth standard. ASD, Inc. is the "Only One Responsible Source and no other Supplies or Services will satisfy Agency Requirements". The statutory authority for other than full and open competition is 10 USC 2304 (c) (1); Only One Responsible Source and no Other Supplies or Services will Satisfy Agency Requirements. This notice of intent is not a request for proposals however; all responsible sources that can provide supporting data to demonstrate they can successfully provide the FieldSpec 4 Hi-Res Spectroradiometer, 350-2500nm, Ruggedized Hi-Resolution Full-range 1.5 Meter Cable, Instrument Controller will be considered by the agency. Quotes shall be submitted via email to Jocelyn.shively@us.army.mil within (5) calendar days of the date of this notice. The email subject line should include the phrase "W909MY-12-P-0012 FieldSpec 4 Hi-Res Spectroradiometer, 350-2500nm, Ruggedized Hi-Resolution Full-range 1.5 Meter Cable, Instrument Controller. All requests for further information must be in writing and via email to the above address; telephone requests for additional information will not be honored. Acknowledgement of receipt will be issued. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
