- AMENDMENT No. 001. The purpose of this amendment, amendment no. 001 is to; (i) add additional terms and conditions to the solicitation, (ii) respond to questions submitted, and extend the due date for responses to no later than 10:00 A.M. Eastern Time June 22, 2012. I. The following additional terms and conditions are hereby incorporated into to the solicitation: 6.4 Security: While on-site Contractor personnel will be given a visitors security badge and escorted by Government authorized personnel. Visitor security badges shall be worn above the waist, clearly visible, with picture or front side front forward at all times. Visitor security badges are to be returned each day upon leaving the site. 6.5 BEP Working Restrictions: When performing services at the place of performance such work must be performed without: 1. Interfering with Government business; 2. Unduly restricting traffic; 3. Causing unsafe conditions for employees and visitors; and 4. Adversely affecting the operation of the BEP Facility. 5. Non-compliance with security regulations. Failure to adhere to this requirement can be considered grounds for termination. In addition, if the BEP determines that the Contractor is performing work in violation of any of the above, the Contractor shall be required to perform the work at such time and under such conditions as are in the best interest of the BEP at no additional cost to the Government. The directions of the CO under these circumstances shall be binding and shall be executed by the Contractor at no additional cost to the Government. 6.6 Parking: BEP will not be responsible for providing parking for Contractor personnel performing work under this effort at the ECF location. 6.7 Regulations/Publications/Codes: The Contractor shall comply with and perform all services associated with this effort in accordance with any and all applicable Regulations/Publications/Codes. Regulations/Publications/Codes means any and all applicable Federal, State, City, Local and Organizational laws, regulations, codes, ordinances standards, and conditions (e.g. Department of Transportation (DOT), Environmental Protection Agency (EPA), and NFPA 70), public and occupational health, safety, and environmental, etc), original equipment manufacturer specifications, requirements and standards as well as any and all BEP policies, procedures, guidelines and requirements that govern the performance of the services as prescribed by the contract. The Contractor is solely responsible for ensuring it is complying with and performing in accordance with any such amendments, supplements to such Regulations/Publications/Codes as well as any and all superseding documents issued or enacted during the period of performance of the work. The Government reserves the right to request copies of the company license(s) and other certification documentation that demonstrates their company and personnel have the ability to perform the services at any time during performance. The Contractor shall provide the requested information within five (5) business days of the request. 6.7.1 Safety plan: The Contractor may need to submit a safety plan. II. Response to questions received. 1. What is the make, model, and kVA of the UPS system these batteries are to be replaced on? Response: This one is listed as Chloride Power Electronics, EDP70/75 4X4F, 40/480V, SN:B174424 Part 75kVA. 2. Regarding parking, is there a parking lot available? Response: No, however there is a parking garage nearby. 3. Can you tell me what model and manufacture the UPS is? Response: See response to question one (1) above. 4. Also, will somebody at the site or our technician be responsible for shutting down the UPS for the battery installation and bringing it back online again? Response: A BEP representative will be on-site; however the Contractor is responsible for installing the batteries and disposing of the old ones. See response to question 5 below. 5. If the batteries are in a UPS cabinet, will the UPS manufacturer be responsible for putting the unit in bypass for the replacement or do you need us to do it? If you need us to do the bypass please forward UPS manufacturer and model no., Response: The Contractor is responsible for putting the system into bypass, and making sure it works. 6. Can the unit be offline while the replacement is occurring or do you have a backup plan? Response: BEP can probably take the system off line for the replacement. 7. Are the batteries being replace C&D UPS12 350MR as well? Response: No, they are a different brand. 8. Is there already a rack in place? Response: Yes. 9. How far is the battery system from the loading dock? Response: It is located within the BEP's main building. 10. If battery is on another floor than the loading dock floor is there a freight elevator? Response: Yes. 11. Section 6.4 states that installation may occur at anytime however do you anticipate it occurring doing normal business hours? Response: The coordination and scheduling of installation will need to occur between the Contractor and Government. It is important to consider that the BEP is a manufacturing facility.
