Description
The Department of Veterans Affairs Medical Center, 50 Irving Street, NW, Washington DC 20422 is seeking a construction contractor to furnish all labor, tools, materials, equipment, supplies and supervision necessary to perform work titled DC Exterior Maintenance Phase 1 in accordance with the drawings and specifications. Work includes, but is not limited to, renovation and repair involving approximately 922,000 square feet repair of exterior space that covers 922,000 of the interior space of the medical center. Complete pressure washing/spraying of the entire medical center Building 6 and the Research Building that does not face the construction area. Tuck Pointing and sealing all the windows (1000), both interiors and exteriors in the Main Hospital Building floors 1-4. Repairing the metal flashing on the first floor of the north side of the campus at the morgue entrance to the main entrance of the medical center. Repair all cracks in the exterior of the building. Replace any damaged or missing pieces of bricks on the building. Wash all windows at the completion of the project. Tuck point and seal all penetrations in the exterior stairwells to address moisture infiltration in the interior of the building. Caulk all interior windows as necessary to address moisture infiltration. Spaces other than Building 6 and the Research Building adjacent to the construction site WILL BE OCCUPIED DURING CONSTRUCTION. Contractor will be required to submit a plan to include: safety precautions, fall protection, infection control, OSHA compliance with construction, directional signage, construction signs, decorative wall wraps while under construction. Parking for contractors is not permitted on the VAMC/DC facility. ID requirements take approximately 40-60 days for final approval and contractors MUST submit TB testing at the Office of Occupational Health prior to start of any work. Construction cost range is $500,000.00-$1,000,000.00. NAICS: 238190, size standard: $14 million. The firm must be a Construction firm with the ability to obtain any and all necessary licenses or permits required to perform this work in the District of Columbia. Prospective contractors must be registered and verified in VetBiz (see class deviation from VAAR 819.7003 signed 06/01/2012 and contained in solicitation documents. A Joint Venture Agreement or Teaming Agreement must be submitted with the bid and conform to all requirements. There will be one pre-bid site visit July 17, 2012. Contractors will be escorted by CO/COR. All questions generated from the site visit of from review of specifications and drawings shall be submitted in writing on company letterhead to the contracting officer (email address: george.sherrin@va.gov). NO LATER THAN AUGUST 9, 2012. No questions will be answered if received after 08/09/2012 COB. The base bid completion time is 365 calendar days ARO NTP. Prospective contractors may acquire solicitation documents, which are only available in.pdf electronic format by registering and downloading plans and specifications from FedBizOpps website www.fbo.gov. Solicitations will be issued on or about July 31, 2012. Approximate Bid Opening Date is September 5, 2012 at 2:00 p.m. Local Time (EST). This is a firm fixed-price construction contract. A public bid opening will be made at the VA MEDICAL CENTER, 510 BUTLER AVENUE, BUILDING 308B CONFERENCE ROOM, MARTINSBURG, WV 25405. THIS IS A SERVICE-DISABLED VETERAN OWNED SMALL BUSINESS SET-ASIDE. The procurement is subject to the availability of funds.
