- The U.S. Department of Housing and Urban Development (HUD) is in the process of issuing Request for Quotation Number (RFQ) Number DU205NC-12-Q-0024, in support of the HUD Headquarter Office, Office of Policy Development and Research (PD&R), Affordable Housing Research and Technology Division. The proposed procurement will complement HUD research endeavors of the past few years in affordable transit oriented development as it relates to affordable housing. The proposed research will explore affordable housing and multiple transit choices as alternates to rail transit. HUD's objective in this study is to provide small and mid-sized communities tools and techniques they can use to maintain their affordability while incorporating multi-modes of low-cost transportation. This project will create an easy to read, illustrated guide of approximately 80 to 100 pages to assist local decision making officials and other interested groups in coordinating their affordable housing planning and transportation planning and decisions. This guide will be a primary planning tool for understanding and articulating the range of benefits that can be realized by coordinating comprehensive community development for affordable housing and public transportation planning appropriate for small and mid-sized communities, per the work requirements set out in the Statement of Work (SOW) which will be within the RFQ. The North American Industry Classification System (NACIS) Code is 541690-Other Scientific and Technical Consulting Services. The Small Business Size Standard is $14 million. The RFQ contract type is Firm Fixed Price (FFP).The proposed performance period will be fifteen (15) months from the Effective Date of Award. This is a notice only, and it is not a request for solicitation (RFQ). The RFQ will be issued on or about July 9, 2012. The RFQ and any amendments, updates, questions, answers and changes to the posted information will be available at the following websites: http://www.fedbizopps.gov/, and the HUD Current Contracting Opportunities website: http://www.hud.gov/offices/cpo/contract.cfm. A Purchase Order Award will be made under Federal Acquisition Regulation (FAR) Part 13 - Simplified Acquisition Procedures (SAP) in a not to exceed amount of $150,000. Potential Quoter(s) who download copies of the RFQ from HUD's Internet site will not automatically received any amendments to the RFQ. Potential Quoter(s) are advised to check the website frequently to see if HUD has issued any amendments to the RFQ. All amendments will be posted to FedBizOpps and the HUD Homepage Contracting Opportunities website.
