Description

The Department of Veterans Affairs Medical Center, 50 Irving Street, NW, Washington DC 20422 is seeking a construction contractor to furnish all labor, tools, materials, equipment, supplies and supervision necessary to perform work titled Repair Parking Garage Resurfacing in accordance with the drawings and specifications. Work includes, but is not limited to, repair and resurfacing of approximately 138,000 square feet of the existing parking garage. Complete resurfacing of the concrete slabs and repair the corroded or damaged post tensioning strands, which would consist of hydro-milling the top three to four inches of the slab to remove the chloride infected concrete, which would then be replaced with new low porosity/high strength concrete. The contractor shall repair or replace any damaged reinforcing steel. The expansion joints will also be replaced. This work is to be completed in a minimum of three phases and no more than five. Regular work hours are Monday-Friday 6 a.m.-6 p.m. Spaces other than The Parking Garage WILL BE OCCUPIED DURING CONSTRUCTION. Contractor will be required to submit a plan to include: safety precautions, fall protection, infection control, OSHA compliance with construction, directional signage, construction signs, decorative wall wraps while under construction. Parking for contractors is not permitted on the VAMC/DC facility. Contractor shall maintain their own dumpster at an approved location for removal of waste materials. Strict duct control measures must be adhered to regarding demolition and removal of materials. All construction areas must be kept locked and secured. Contractors must wear VA identification badges while working at the VAMC/DC. ID badge requirements take approximately 40-60 days for final approval and contractors MUST submit TB testing at the Office of Occupational Health prior to start of any work. Construction cost range is $2,000,000.00-$5,000,000.00. NAICS: 238110, size standard: $14 million. The firm must be a construction firm with the ability to obtain any and all necessary licenses or permits required to perform this work in the District of Columbia. Prospective contractors must be registered and verified in VetBiz (see class deviation from VAAR 819.7003 signed 06/01/2012 and contained in solicitation documents. A Joint Venture Agreement or Teaming Agreement must be submitted with the bid and conform to all requirements. There will be one pre-bid site visit on July 24, 2012. Contractors will be escorted by CO/COR. All questions generated from the site visit or from review of specifications and drawings shall be submitted in writing on company letterhead to the contracting officer (email address: george.sherrin@va.gov). NO LATER THAN AUGUST 8, 2012. No questions will be answered if received after 08/08/2012 COB. The base bid completion time is 365 calendar days ARO NTP. Prospective contractors may acquire solicitation documents, which are only available in.pdf electronic format by registering and downloading plans and specifications from FedBizOpps website www.fbo.gov. Solicitations will be issued on or about July 18, 2012. Approximate Bid Opening Date is September 4, 2012 at 2:00 p.m. Local Time (EST). This is a firm fixed-price construction contract.
