Description

INTENT TO SOLE SOURCE The VA Pittsburgh Healthcare System, University Drive C, Pittsburgh, PA 15240 intends to negotiate on a sole source basis with Alliant Healthcare Products under FAR 6.302 for purchase of the following scope of work: 1. Review single line drawings and hold table top procedure run for shutting down systems within the data center - 20 hours 2. Test system from city power to Power Distribution Unit (PDUs) - 24 hours on weekend 3. Troubleshoot main distribution breaker trip on A side - 8 hours 4. Develop training on the data center electrical system - 16 hours Follow-up to above items, Scope of work: 1. Contractor Powerware & Power System Engineer to conduct a preliminary meeting at the Veterans Administration Staff to discuss switching procedures and review updated Auto-Cad Drawing 2. Saturday test UPS By-Pass System including leakage of Static Switch (see attached procedure). Test Emergency Power Switchboard A & B Electronic Breakers, 14 total. 3. Results of our previous Investigation & recordings were discussed at our meeting on 10/28. By testing of the breakers noted above in Switchboard A & B will determine if a breaker problem exists. 4. THE CONTRACTOR shall provide procedural training during one 8 hour session for VA electricians on the maintenance and operation of the data center electrical system, to include but not limited to: a. electrical component shutdown procedures, b. system operations and c. testing procedures from the onsite source to the data center PDUs. The Government believes that this is the only source capable of meeting the Government's requirements. This notice of intent is NOT a request for competitive proposals; a solicitation package is not available. Responses to this notice, if any, must show clear and convincing evidence that competition is attainable and more advantageous to the Government and must be received by the Contracting Officer, in writing, no later than June 23, 2012. Responses may be e-mailed to jesse.rumbel@va.gov or mailed to Jesse Rumbel, Contract Specialist, (90C-H), VA Pittsburgh Healthcare System, 1010 Delafield. No telephone responses will be accepted. Upon receipt of any such notifications, the Contracting Officer will determine whether to conduct a competitive procurement or proceed with sole source negotiations. A determination not to compete this proposed contract action is solely within the discretion and authority of the Government. No reimbursement for any costs associated with providing capability statements will be provided by the Government.
