- NASA/GSFC has a requirement for gap analysis of original Telemetry West Performance Test versus Deep Space Climate Observer (DSCOVR) spacecraft level test to be completed in 4 weeks after award. Requirements include: Review/Analyze Test Data (factory and DSCOVR test results) and summarize findings to be completed in 6-8 weeks after award,recommend detailed special Radio Frequency tests to assess transponder performance to be completed 4 weeks after award, conduct Tin Lug Shorting Analysis and document in report to be completed 8-10 weeks after award and provide Telecom Support (2 telecons per month for 4 months, 1 hour each). All activities are to be worked concurrently. NASA/GSFC intends to purchase the items from Telemetry West, pursuant to FAR 13.106, for the acquition of supplies or services determined to be reasonably available from only one known source. Telemetry West has the technical knowledge required to perform detailed analyses and understand performance trend data of the board design since it was manufactured by Telemetry West. And also recommend any special tests required to detect any transponder degradation. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 03, 2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
