Description
The Department of Homeland Security (DHS), Office of Procurement Operations (OPO), intends to issue a six (6) month contract for laboratory operations services in support of the DHS Transportation Security Laboratory (TSL). DHS has a requirement on a limited source basis to provide support to the DHS/Science and Technology (S&T) Checked Baggage Program for the testing of technologies and capabilities that will provide improved security and reduced operational cost for checked baggage screening. As technologies proceed through the R&D phases, specialized technical support is required to assist TSL in the development of the appropriate evaluation techniques and tools, as well as the conduct of certification readiness testing (CRT) and evaluation of systems. The work being performed involves specialized technical expertise to achieve mission goals and prevent terrorist attacks by developing and implementing new anti-terrorism technology. Additionally, the work provides a level of on-call responsiveness in the event of a national emergency. Therefore, this requirement to continue support to critical RDT&E laboratory operations and support tasks will ensure continuity of specialized technical and laboratory expertise, pending award of a follow-on acquisition based on a new solicitation. The overall scope of this requirement is for the operations and technical support of the TSL in Atlantic City, NJ. Note 22: this pre-award synopsis is for informational purposes only. Technical capability statements or proposals are not being requested. If such documents are submitted, they will be reviewed and considered for future requirements. However, the Government intends to issue the (6) month contract for laboratory operations services on a limited source basis. The six (6) month contract will serve as a bridge, pending a follow-on competitive acquisition.
