Description
This is an advance notice announcing the intent of the U.S. Army Corps of Engineers - Seattle District that it has a competitive requirement for the Main-Unit Exciter Replacement Units 17-27, Chief Joseph Dam, Bridgeport, Washington. The work includes designing, manufacturing, testing, and delivering eleven (11) excitation systems, removing the existing static exciters; repairing the floor; installing and testing the new exciters. Contractor's design responsibility includes interfacing to existing equipment; and modifying existing cabinets as required. The new excitation systems shall include automatic voltage regulators (AVRs), power system stabilizers (PSSs), power potential transformers, and all other ancillary equipment required to make up a complete excitation system. Location is Chief Joseph Dam, Bridgeport, (Okanogan County) Washington. The estimated cost range for this project is $5,000,000 to $10,000,000. This project is a full and open, (unrestricted), and not set-aside. The North American Industry Classification System (NAICS) Code is 238210, Electrical Contractors and Other Wiring Installation Contractors, with a related small business size standard of $14.0 million. For the purposes of this procurement, "To be considered small for the purposes of Government procurement, a firm must perform on site at least 15% of the total amount of the work with its own organization or equipment owned by another small business concern." Large Businesses are required to submit a small business subcontracting plan at the time of proposal submission. One Firm-Fixed Price contract is anticipated to be awarded as a result of this solicitation and will be evaluated as Best Value Tradeoff process, pursuant to Federal Acquisition Regulations (FAR) Subpart 15.101-1. To be eligible for contract award a firm must be registered in the DoD Central Contractor Registration (CCR) database. Register via the CCR Internet site at http://www.ccr.gov or by contacting the DoD Electronic Commerce Information Center at 1-866-606-8220. Pursuant to FAR, the solicitation will be available for download no earlier than 15 days following the posting of this synopsis. Pursuant to FAR, the response date of the solicitation is no earlier than 30 days from the date of the solicitation release date. The solicitation due date will be noted on the solicitation at the time of issue. There is no technical information available until the issue of the solicitation via the Internet. A contract award may or may not result from this solicitation. All costs associated with compiling proposals are at the contractor's own expense.
