Description
Battelle Energy Alliance, LLC (BEA), the managing and operating contractor for the U.S. Department of Energy at the Idaho National Laboratory (INL) located in Idaho Falls, Idaho, is seeking interested parties capable of providing design, installation and testing of a reactor control system for the Transient Reactor Test Facility (TREAT) at the INL. TREAT is an air cooled thermal, heterogeneous Category B reactor. The facility supports fuels evaluation under conditions simulating various nuclear excursions. TREAT is currently in standby mode and cost estimates are being created for understanding the costs of restarting operations by 2018. Transient testing provides basic data for predicting the safety margin of fuel designs and the severity of potential accidents. It also serves as a proving ground for fuel concepts. The reactor must be able to simulate conditions analogous to a power excursion in a fast reactor. The reactor must be capable of both steady-state and transient operation, with full instrumentation. Fully remote operation occurs from a control building 0.5 miles away from the reactor building. A requirements description document will be provided to interested and qualified vendors who would like to provide information to the INL on its current commercial capabilities. In order to be considered qualified to receive the requirements description, interested parties must submit an expression-of-interest response demonstrating experience with similar type projects no later than June 28, 2012.
