- The U.S. Army Contracting Command New Jersey, Picatinny Arsenal, NJ 07806-5000, on behalf of the Office of the Project Manager for Close Combat Systems (OPM-CCS) is seeking sources for a Commercial-Off-The-Shelf (COTS) Electro-Muscular Incapacitation (EMI) weapon capable of launching two conductive darts and must have the following effects: (1)Incapacitating human targets regardless of size or weight, within one second of contact. (2)Incapacitating effect on personnel for a period of at least five seconds. (3)Able to hit an adult human target with two conductive darts anywhere on the body at a range of 0 to 5 meters. Other additional attributes shall include: (1)Shall be able to engage consecutive targets within ten seconds from the initiation of the first engagement to the initiation of the second engagement. (2)Shall have sights similar to fielded pistol systems (e.g. M9 Pistol). (3)A fully charged system shall be capable of a minimum of 100 engagements without the necessity of recharging or changing the power source. (4)Shall be properly sized to support the 5th percentile female to 95th percentile male soldiers. (5)Shall provide a demonstrable record of safe and effective use in law-enforcement or military environments, consisting of items in use, employment statistics, and employments resulting in adverse effects. (6)Shall be an existing Commercial Item on the market in full-rate production, Prototypes, Research and Development (R&D) items, and limited-production models are not desired. The submitting sources shall possess data on the limitations and environmental considerations of the candidate item, including data such as minimum and maximum temperature/humidity levels, battery life expectancy, and consistency and repeatability of effect. The submitting sources shall also have in-house processes in place for testing the quality and reliability of each item (or a reasonable representative quantity for each lot/batch produced) that confirms the items are built to specification and will function safely and consistently. Responses should identify your current Business Structure: a. Name of Company include a contact person's name, company address, telephone number, email address. b. Company Size (please specify as either Large, Foreign, Small, Small Disadvantaged, 8(a), Woman-Owned Small Business, Historically Underutilized Business Zone concern, Veteran-Owned Small Business, or Service-Disabled Small Business.) Additionally, interested companies should note if manufacturing resources are shared with other items/production lines and identify the approximate amount shared. This market survey is for information and planning purposes only, it does not constitute a Request for Proposal (RFP), and is not to be construed as a commitment by the U.S. Government. The U.S. Government implies no intention or opportunity to acquire funding to support current or future efforts. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey. All information is to be submitted at no cost or obligation to the Government. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this market survey. The Government is not obligated to notify respondents of the results of this survey. The information must be submitted no later than 05 July 2012.
