Description
RFP Past Performance Questionnaire The U.S. Department of Justice, the Drug Enforcement Administration (DEA) has a requirement for the testing, maintenance, and operation of DEA-owned incinerators in Laredo, Texas and El Paso, Texas. The DEA requires the contractor to train Government personnel and update current DEA-owned incinerator manuals and operating procedures. The applicable North American Industry Classification System (NAICS) is 562213, Solid Waste Combustors and Incinerators. The Small Business Size Standard is 12.5 million. This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-59. Solicitation number DJD-12-R-0043 is being issued as a request for proposal (RFP). For a description of services, see attached. The Government intends to issue a hybrid Fixed Price, Time and Materials contract in accordance with FAR Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items. Each prospective Offeror should include a completed copy of Federal Acquisition Regulation (FAR) provision 52.212-3, Offeror Representations and Certifications—Commercial Items with their offer. FAR provision 52.212-1 (Instructions to Offeror—Commercial), FAR clause 52.212-4 (Contract Terms and Conditions—Commercial Items) and 52.212-5 (Contract Terms and Conditions Required to Implement Statutes or Executive Orders—Commercial Items) apply to this acquisition. See attached matrix for other applicable provisions and clauses. Each prospective Offeror should propose on all or none of the solicited services. All sources who submit a completed proposal will be considered. Incomplete submissions will not be considered for award. Award will be based on best value – cost/technical trade-off. All questions and quotes shall be submitted electronically to Thomas Mmbaga at Thomas.D.Mmbaga@usdoj.gov. The Questions deadline is July 16, 2012 at 12 p.m. Washington, D.C. time.
