General Information Document Type: Pre-Solicitation Notice Solicitation Number: FA9401-12-R-0020 Classification Code: J - Maintenance and Repair of Fire Control Equipment Set Aside: Competitive 100% Total Small Business Set-Aside NAICS Code: 238220 Plumbing, Heating, and Air-Conditioning Contractors, Fire sprinkler system installation Contracting Office Address AFNWC/PKOD 2050 Wyoming Blvd SE, Bldg. 20604 Kirtland AFB, NM 87117 Description The AFNWC/PKOD will be soliciting a 100% Total Small Business set-a-side, Firm Fixed Price Contract to support the 377 MSG/CE mission at Kirtland AFB, New Mexico. THIS IS AN UNFUNDED REQUIREMENT Funds are not presently available for this requirement. The Government's obligation under this Pre-Solicitation and follow on Request for Proposals (RFP) is contingent upon the availability of appropriated funds from end of fiscal year funding. No legal liability on the part of the Government for payment of any money shall arise unless, and until, funds are made available to the Contracting Officer for this procurement and award has been made by the Contracting Officer. Work under this project is comprised of providing 100% fire protection sprinkler coverage to all areas of Island "A" of Hangar 1002, and provide standpipe systems for the entire aircraft hangar. Major work to be accomplished includes, but is not limited to dropping existing sprinkler systems to existing lay-in ceilings; replacing old sprinkler heads with new sprinkler heads; removing egg crate ceilings and patching existing hard ceilings; extending coverage where additional heads are required; establishing final AutoCAD as-built drawings of the existing and new fire sprinkler system for Island "A" illustrating complete coverage for that area; and installing new standpipe systems for complete coverage of the entire facility. This project will require a Free Zone to perform the scope within the Restricted Area Flight Line. Fire protection shop drawings shall be stamped by a registered fire protection engineer in the state of New Mexico. Installer shall be certified by the National Institute for Certification in Engineering Technologies (NICET) as an engineering technician with minimum level III certification in the water based fire protection systems layout program. Estimated Period of Performance (POP) for requirement is 203 days. IAW FAR 36.204(d) the estimated price range for this requirement is between $250,000 and $500,000. A Request for Proposal (RFP) is contemplated utilizing Lowest Price Technically Acceptable (LPTA) evaluations described in Federal Acquisition Regulation (FAR) 15.1 targeted toward a 100% Total Small Business set-a-side with a 30-day response time (offers due 30 days after issuing). The offeror's proposal must convey to the Government that the offeror is capable, possess sufficient technical expertise and experience, possess sufficient resources, and is able to plan, organize, and use those resources in a coordinated and timely fashion such that the technical requirements shall be achieved and costs shall be controlled. Kirtland AFB plans to include the following factors: 1) Cost/Price 2) Past Performance 3) Technical Acceptability Within the Past Performance Factor the following sub-factor will be used: a) Filled out Past Performance Information Forms Within the Technical Acceptability Factor the following sub-factors will be used: a) Technical Approach Narrative b) Proposed Progress Schedule The Cost/Price factor will be afforded primary emphasis in the evaluation. All other evaluation factors other than Cost/Price, when combined, are approximately equal to cost/price. The solicitation will be available in electronic format only. The RFP will be posted on the website at http://www.fbo.gov/ on or about 04 July 2012 and close on or about 30 calendar days thereafter. No hard copies will be provided. It is the contractor's responsibility to check the website for any and all amendments to this solicitation. Prospective contractors must be registered in the Central Contractor Registration (CCR) database before award of a government contract; failure to register in the CCR database may cause your firm to be ineligible for award.
