It is not a solicitation for offers. This notice is issued for market research purposes and does not constitute a Request for Proposal (RFP) or commitment to issue an RFP; however, the Government reserves the right to issue a solicitation based upon its needs and the result of this sources sought notice. All information received in response to this RFI that is marked proprietary will be handled accordingly. The Government shall not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Purpose The purpose of this action is to obtain information in preparation for a potential Request for Proposal (RFP) for a no-cost solution to provide digitization, storage, and retrieval, to include managed hosting and online access. With the present budget posture of the Department of Defense, DIMOC is assessing the best methods and means for undertaking our digitization, storage and retrieval effort. Given our vast Visual Information (VI) media holdings, DIMOC recognizes there is value to this content becoming accessible, and as such, we are requesting an assessment of the feasibility for providing to the government digitization, storage and retrieval in exchange for monetizing the access to DoD VI material (during an exclusive period). If feasible, the outcome would be an RFP soliciting a no-cost solution for digitization, storage and retrieval awarded on a best value basis. We need to know if this process is acceptable to industry; what the work process would be; what kind of expertise would be required; how the digitized content would be marketed; and based on the workload, how long it would take to get all of our content digitized and on-line. Mission & Background The Defense Media Activity (DMA) is the headquarters responsible for several operations within the Department of Defense that create, broadcast, manage, archive, and store media. The DMA provides a wide variety of information products while communicating the messages and themes from senior DoD leaders to the entire DoD family (Active, Guard, and Reserve Military Service members, dependents, retirees, DoD civilians, and contract employees) and external audiences through all available media, including: motion and still imagery; print; radio; television; Web and related emerging Internet, mobile, and other communication technologies, including high quality visual information products, and including Combat Camera imagery depicting U.S. military activities and operations. The Defense Imagery Management Operations Center (DIMOC) is the operational arm of the Defense Visual Information Directorate (DVI), a component of DMA. The mission of the Defense Visual Information is to operate as the DoD's central VI management and proponency office. The DIMOC provides an enabling architecture to synchronize and integrate the various DoD imagery capabilities and centrally manages current and historical visual information to support worldwide DoD and other U.S. Government agency communication and operational missions with the right image in the right place at the right time. Headquartered at the DMA facility on Ft. Meade, Maryland the DIMOC operates from two other geographically separated facilities in Riverside, CA, and Tobyhanna, PA, The enterprise works to accomplish four primary functions: Visual Information (VI) Imagery Management and Digital Distribution, VI Customer Service, VI Order Fulfillment, and VI Operations and Coordination. An integral part of the DIMOC mission is to receive still and motion media produced worldwide by DoD and military documentation units on a daily basis while making it available for near-immediate official use in a prompt, efficient manner. DIMOC also serves as the official DoD VI Records Center for the storage and preservation of original and irreplaceable motion picture, video, still, audio, and mixed media VI Records depicting the DoD's heritage and current activities. Based upon the extent of public affairs release authority, this imagery is thus made available to registered users throughout the DoD and other U.S. government agencies as well as to the general public. Performance Objective It is our concept that the digitization portion will occur at the DIMOC-IM facility located at Riverside, California. The VI holdings include subjects ranging from World War II to the present day covering the U.S. Military Services and the Coast Guard, as well as from a variety of DoD Agencies. Estimated volume of media holdings from a 2010 inventory study: Over 300,000 physical video assets 277,967.733 hours (average duration of 56.58 min) Over 37,000 physical (motion) film assets 11,136.65 hours (average duration of 17.64 min) Over 40,000 physical audio assets 1,408,935 min (average duration of 65 min) Over 700,000 physical still image and graphic assets The "no-cost" solution is defined as the contractor providing the up-front service of digitization, storage and retrieval of records on an exclusive basis for a pre-determined period, in advance and in exchange for charging the public a fee for access to those records. If feasible the outcome would be an RFP soliciting a no-cost solution for digitization, storage and retrieval awarded on a best value basis. This process is modeled upon the National Archives and Records Administration (NARA) no-cost solutions. DIMOC previously completed a Mass Storage and Content Digitization Study in the fall of 2010 and submitted a Statement of Objectives (SOO) Digitization and Storage of Various Media Formats in the fall of 2011. These documents are attached to this Sources Sought notice. DIMOC appreciates the robust and innovative responses to our request for information regarding digitization and storage (previously published under HQ002906232011) and is open to alternative solutions. Note: There is a portion of the government media holdings that have not been reviewed for public release. The government is exploring a process for acquiring release for these non-reviewed media items. DIMOC Industry Day The DIMOC will host an industry day at 9:00 AM local time (Pacific Daylight) on July 18, 2012 at our DIMOC-IM facility in Riverside, California. If necessary, the industry day will continue for a second day on July 19. This meeting is intended to be an exchange with government subject matter experts and members of industry. During the event, DIMOC subject matter experts will provide the government's goals and objectives, identify likely areas of interest to the contractor including an overview of the content within the VI media holdings, provide a tour of the government's facility, and discuss opportunities for collaboration and partnering. Attendees will be able to ask questions about the material presented. Registration for the DIMOC industry day is required. Industry day attendance is limited to two (2) individuals per organization (Attendees must bring photographic identification).
