Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 1.This Combined Synopsis/Solicitation W9124C0010181879 is issued as a request for quotation (RFQ). 2.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-58, effective 18 May 2012. SEE ATTACHMENT 1 3.This solicitation will be Total Set Aside for Small Business (SB) Concerns. Proposals received from other than total SB will not be considered. The associated NAICS code is 336211, Motor Vehicle Body Manufacturing. The size standard for this NAICS code is 1,000 employees. 4.Contract line item number(s) and items, quantities and units of measure are as follows: CLIN - 0001 SUPPLIES/SERVICES - Upgrade EOC mobile vehicle IAW SOW QTY - 1 UI - EA TOTAL - Total Labor + Total Components = $________ 5.See statement of work (SOW) for complete description of requirements. SEE ATTACHMENT 2 6.See SOW for date(s), place(s) of delivery, acceptance, and FOB point. SEE ATTACHMENT 2 7.The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. 8.The provision at 52.212-2, Evaluation -- Commercial Items, and the specific evaluation criteria included in paragraph (a) of that provision applies to this acquisition as follows: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (a)Technical Proposal: The technical proposal shall consist of the offeror's technical approach for satisfying the government's requirements in accordance with (IAW) the SOW. The technical proposal shall clearly delineate the division of performance between a prime contractor and any subcontractor(s), if applicable. The technical approach shall demonstrate the following: i.Contractor's planned schedule to assure that all material, labor and equipment are available to complete contract requirements within 30 days upon receipt of the EOC vehicle. ii.Proof that installer is HVAC certified and possess the required additional certifications associated with requested installation. iii.Diagram/drawings to show proposed finished vehicle. (b)Past Performance: Past performance information shall be obtained (BY THE GOVERNMENT) from any other sources available to the Government to include, but not limited to, PPIRS or other databases; interviews with Program Managers, Contracting Officers, and Fee-Determining Officials; and the Defense Contract Management Agency. (c)Cost/Price Proposal: The offeror shall propose a firm-fixed-price for this effort. The cost proposal quoted under the requested contract vehicle, shall be valid for 90 days, and should reflect the following information: i.Total labor cost. ii.Itemized components list with pricing for each component and total cost. (d)A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (End of provision) 9.As prescribed in 12.301(b)(2), offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. An offeror shall complete only paragraphs (b) of this provision if the offeror has completed the annual representations and certificates electronically via https://www.acquisition.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (c) through (o) of this provision. SEE ATTACHMENT 3 10.The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition and its addenda. SEE ATTACHMENT 4 11.The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, applies to this acquisition along with applicable FAR clauses cited within the clause. SEE ATTACHMENT 5 12.No additional contract requirement(s) or terms and conditions (such as contract financing arrangements or warranty requirements) have been determined by the contracting officer to be necessary for this acquisition and consistent with customary commercial practices. 13.The Defense Priorities and Allocations System (DPAS) and assigned rating is not applicable for this acquisition. 14.Offers are due 29 June 2012, 12:00pm ET, to MICC - Fort Jackson, South Carolina.
