Description

NOTICE OF INTENT: The VA Caribbean Healthcare System (VACHS), San Juan, Puerto Rico intends to negotiate on a sole source basis with SPDM/JFM CONSTRUCCIONES JV, 166 Calle Carreta,Luquillo, PR 00773-3015 to furnish, design, and install an Automatic Tank Gauging (ATG), vapor recovery, leak monitoring, remote alarms and fleet management systems to the medical center's gas station. This procurement is accomplished in accordance with FAR 6.302-5 and Public Law 108-183 which allows a contracting officer to award a sole source contract to any service disabled veteran owned small business (SDVOSB). The associated NAICS Code is 447190. This is a Notice of Intent and is not a request for competitive proposals. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received no later than noon, July 3, 2012 and all responses will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government.
