Description
This Pre-Solicitation Notice is issued under the authority of FAR 5.2, Synopses of Proposed Contract Actions. The Federal Energy Regulatory Commission, Office of Energy Projects (OEP) in accordance with the Federal Energy Regulatory Commission, Division of Procurement intends to release a Request for Proposal (RFP) for the Hydroelectric, Environmental and Engineering Support Services requirement (HEES). This requirement is a follow-on to an existing contract due to expire on 30 September 2012 and will provide environmental and engineering services to OEP. The scope of this acquisition encompasses all requirements for evaluating potential environmental impacts, and recommending protection, mitigation and enhancement measures for proposed and existing hydropower projects. In addition, the contractor shall evaluate engineering issues associated with hydroelectric projects. The HEES acquisition will result in a multiple award Indefinite Delivery, Indefinite Quantity (IDIQ) contract vehicle. A multiple award IDIQ type contract vehicle will be used to allow the flexibility to issue task orders for specific requirements while providing a competitive environment throughout contract performance. The HEES contract will have a one year base period with four, one-year option periods. The acquisition will be conducted under Federal Acquisition Regulation (FAR) Part 15, Contracting by Negotiation. Two or more awards will be made to vendors under this multiple award IDIQ contract vehicle. Individual task orders will be competed among all HEES contract holders in accordance with FAR Part 16. Clauses will be contained in the IDIQ contracts to allow for the issuance of task orders on a firm fixed price and time and materials/labor hour basis. The North American Industry Classification System (NAICS) code for the HEES acquisition is 541620 (Environmental Consulting Services) under Sector 54-Professional, Scientific, and Technical Services, with a small business size standard of $14,000,000.00. The RFP is projected to be released on or about 17 May 2012. Submissions will be due 30 days from release of RFP. All prospective offerors must have a Commercial and Government Entity Code (CAGE Code) and be actively registered in Central Contractor Registration (CCR) at www.ccr.gov.
