Description
This is a Sources Sought Notice and is for information purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS, OR BIDS. A Market Survey is being conducted to determine if there are adequate HUBZone, 8(a), Service Disabled Veteran Owned, and Small Business contractors for the following proposed work. The Army Corps of Engineers, Philadelphia District, is interested in awarding (1) Firm Fixed Price Contract for the FAA Research Test Bed Refurbishment Project at Cape May County Airport, Erma, New Jersey. The work includes the rehabilitation of a decommissioned taxiway (formerly Taxiway C) at the Cape May County Airport (WWD), in order to develop a state of the art research test bed that would allow an opportunity to design, install, test, monitor, and report on cutting edge airport technologies. The airport has two runways, both with non-precision approaches. Runway 10-28 is 4,998 feet by 150 feet with Medium Intensity Runway Lights (MIRL) and Precision Approach Path Indicator (PAPI) systems. Runway 01-19 is 4,998 feet by 150 feet with high intensity runway lights (HIRL) and PAPI systems. Runway 01-19 also has a 77 feet displacement on the 19 approach end with an unmonitored localizer (LOC). Rehabilitation work includes electrical, lighting and paving work. Approximately 3,250 feet of Taxiway C will be rehabilitated between Runway 10-28 and either Taxiway B or Runway 1-19. Excluding the visual guidance systems to be installed, the taxiway will be rehabilitated to meet FAA standards as required. The systems will utilize FAA standards but will be modified to meet the needs of the Federal Aviation Administration's Airport Technology Research and Development Team (FAA ATRD) team, which intends to utilize the area as a research test bed for airport safety related initiatives. The contract duration for this effort is 730 calendar days. An Award for the Contract is anticipated for September 2012. Estimated cost range of the project is $1,000,000.00 to $5,000,000.00. The NAICS Code for this project is 237310 and the small business size standard is $33.5 Million. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. All interested HUBZone, 8(a), Service Disabled Veteran Owned, Small Business contractors should submit a narrative demonstrating their experience in the specified work, as well as, their technical capabilities. Please include size/classification of your firm, bonding capacity (single project and aggregate), details of similar projects, completion dates, references and contract amount.
