Description
PRE SOLICITATION NOTICE: The Centers for Disease Control and Prevention, National Institute for Occupational Safety and Health (NIOSH), Office of Mine Safety and Health Research, Pittsburgh, PA, has a requirement for a Full Scale Longwall Shearer Mockup. The CDC intends to award a single Firm-Fixed-Price Purchase Order in accordance with FAR Part 13. The period of performance is six months after date of award. Background and Need The Full Scale Longwall Dust Gallery (Figure 1) in Building 151 of the Office of Mine Safety and Health Research's Pittsburgh Research Laboratory simulates the conditions found on many underground longwall coal mining faces in the United States (Figure 2). This facility provides a controlled environment for the evaluation and optimization of longwall dust control techniques. Rapid modification of various operating parameters, such as mining height, spray system design, air flow, water spray quantity and pressure, and cutting direction provides researchers with feedback that would be impossible in an operating mine. Continuous, real-time monitoring of air velocity, water pressure and flow, and dust levels at multiple locations is possible from the nearby control room. Scope of Work This specification describes a full scale wood and steel mockup of an underground coal mining Longwall Shearer machine designed and built to the major overall dimensions of a Joy 7LS (Figures 3 and 4). The mockup consists of the following major components: Main Body, two Ranging Arms, and two Cutter Drums (Figure 5). The mockup is to replace a similar, but smaller unit currently used in experiments in the previously described simulated coal mine structure (Figure 6). The current Longwall Shearer Main Body and Ranging Arms are to be removed and discarded, with the existing Cutter Drums reused as a part of this Longwall Shearer Mockup. The unit will be located on a level concrete slab and will occasionally be moved manually to other positions on the slab. The Main Body of the Longwall Shearer Mockup is to be built of a sufficient structure so as to support the weight and moment of two (2) movable wood and steel Ranging Arms and two (2) rotatable wood Cutter Drums. The overall dimensions of the Main Body are to be 25'-1" long x 5'-3" wide x 3'-10" high as shown in Figure 7. The unit shall be supplied complete with swivel casters to support the total weight of the assembled mockup. The height shall be measured from the top surface of the main body to the bottom of the casters. The Ranging Arms will be fitted to each side of the main body, supporting existing hydraulically driven rotatable Cutter Drums. Each Ranging Arm is to pivot about a unique axis on the shearer body and be raised and lowered hydraulically. The dimensions of each Ranging Arm are to be 8'-11" long x 2' wide x 1'-8" high. The Ranging Arms are to be designed for field assembly to the Main Body and to the existing Cutter Drums. Due to dimensional constraints, the Ranging Arms must be fitted to the Main Body inside the simulated coal mine structure. The final overall length of the Longwall Shearer Mockup shall be 42'-11" from the center axis of the headgate Cutter Drum to the center axis of the tailgate Cutter Drum. The weight of each Cutter Drum is not precisely known, but engineering drawings are provided for possible weight estimation purposes (Figures 8-12). This specification continues by describing a Water Supply System (Figure 13) located on or within the Main Body of the Longwall Shearer Mockup. This system replaces a similar assembly of pipes, fittings, gauges, meters, and controls to distribute water to multiple water spray manifolds. An existing 3" flexible supply line is provided at the mockup location. The system is to be designed and constructed to supply 30 gallons per minute (gpm) to each of ten (10) separate spray manifold locations from a central Water Distribution Manifold, with up to six (6) locations to be used simultaneously. Six (6) complete Branches are to be constructed, each with the abilities to be actuated independently, to adjust water pressure independently, and to visually monitor water flow and pressure. Researchers shall be able to perform such modifications and observations from the "walkway" area labeled by round dots in Figure 1. Water pressure data is to be transmitted electronically for remote monitoring and logging. The services contemplated under this contract are considered to be an Other Function as defined by the Office of Federal Procurement Policy in OFPP letter 11-01 and by HHS in Acquisition Policy Memorandum 2012-01. Detailed Technical Requirements: Prior to construction, deliver complete and detailed design drawings and all required material calculations for requestor review and approval. Upon requestor acceptance of design plans, provide all equipment, tools, materials, and labor to construct, deliver, and assemble the Longwall Shearer Mockup on a concrete slab inside Building No. 151 at the Pittsburgh Research Laboratory, 626 Cochrans Mill Road, Pittsburgh, PA 15236. Indoor concrete floor space will be provided to accommodate existing mockup disposal, Longwall Shearer Mockup component delivery, and Ranging Arm and Cutter Drum assembly. The project is to be completed one hundred-eighty (180) calendar days following acceptance of bid package and contract award. Contractor Qualifications Contractor must demonstrate a history of having performed work of the scope required by this project. The complete solicitation document, scope of work with reference material and drawings, will be available for downloading at www.fedbizopps.gov on or about July 9, 2012 and quotes will be due on or about July 23, 2012.
