- The Eastern Region Administrative Division (ERAD), National Marine Fisheries (NMFS), Operations Management & Information Services has a requirement to provide analytical support to the SEFSC Highly Migratory Species (HMS) Branch in Miami, FL relative to analyses of data derived from electronic popup satellite archival tag data, and analysis of oceanographic features associated with the movement data derived from these electronic tags. Envisoft Consulting, LLC is the only known source to government that can provide this specialized service. The SEFSC Highly Migratory Species (HMS) Biology Branch requires extensive spatial analyses of data resulting from popup satellite archival tag (PSAT) deployments on bluefin tuna, yellowfin tuna, blue marlin, white marlin, black marlin, sailfish and swordfish. PSAT studies on these species represent some of the most comprehensive research on HMS species in the Atlantic. As such, spatial analyses on the aggregate data base from all 7 species requires an analyst with biological background on the entire species complex, familiarity with SEFSC research on electronic tagging, and additional technical skills and experience to conduct the analyses in an accurate and timely fashion. The level of spatial analyses by Envisoft is essential to complete this work. Envisoft is a published expert on the deployment of PSATs and analyses of PSAT data. Their expertise in programming Interactive Data Language (IDL) software is paramount for developing rapid horizontal tracks and vertical habitat use analyses, as well as integrating sea surface temperature and terrestrial filters to increase track accuracy. Delivery of work products in a timely manner is essential to this project, particularly considering the government's deployments cover all 7 species. This work is very time consuming and requires a high level of sophistication and superior technical capacity in order to accomplish on short turnaround times. Envisoft close proximity to the SEFSC Miami lab is beneficial to the program, as it provides the capability to engage in short-turnarounds for meetings and consultations that are often required in this type of work. Envisoft's close proximity to the SEFSC also saves the government unnecessary repetitive travel costs that would otherwise be required, given current travel sealing mandated for the SEFSC. Envisoft accomplishments have proven unmatched within the spatial analyses community and his continued collaboration with the SEFSC HMS Biology Branch is considered crucial for the continued success of the projects. A high degree of effort must be used to coordinate this work with other data processing and system development efforts across multiple fisheries. Activities include: Developing sophisticated and complex horizontal and vertical spatial analyses of popup satellite archival data bases for Bluefin tuna, yellowfin tuna, blue marlin, white marlin, sailfish, and swordfish. Envisoft's advanced GIS software is designed for developing horizontal tracks and vertical habitat use analyses, as well as providing sea surface temperature and terrestrial filters so tracks are accurate and provide a known error rate. This work is very time consuming and requires a high level of sophistication and superior technical capacity in order to accomplish on short turnaround times. Envisoft's abilities to accomplish this worked has proven unmatched within the spatial analyses community. The contractor must have intimate knowledge and vast experience in these research areas, as reflected in his peer review publication record, in order to successfully accomplish this work. Experience collaborating on research design and analysis of resulting data, including the design of software for the analysis and display of electronic popup satellite archival tag (PSAT) data and results, are essential. The contractor shall participate in manuscript preparation and associated analyses. Analyses, utilizing PSAT data, related to the estimation of release mortality rates, spatial distribution, and vertical habitat use of bluefin tuna, yellowfin tuna, istiophorid billfish, and swordfish in the Atlantic and eastern Pacific may be required. Analyses may also be required supporting the identification of white marlin seasonal movement corridors from PSAT data, evaluating the effects of ocean scale hypoxia on HMS and the implications for the stock assessment process, and other topics as needed: Project Deliverables: Provide analyses and assistance in the preparation of technical manuscripts by the SEFSC HMS Branch; Estimates of daily location will be produced using PSAT data and auxiliary environmental data. The uncertainty around these estimates will be characterized and quantified. Perform statistical and other analyses of longline and electronic tag data required to advance SEFSC billfish and tuna research goals and to publish the results; As requested, integrate analytical results with environmental data and other information concerning national and international fisheries that target billfish or tuna or that catch them incidental in fisheries directed at other species; Provide SEFSC with documentation of research results suitable to be readily incorporated into manuscripts to be submitted for publication in peer reviewed journals; There will be progress meetings between the parties at mutually agreed intervals and venues; Duration of contract to start on the day of issuance and continue for 12 months.
