Description
NIST is seeking responses from all responsible sources, including large and small businesses (SB, SDB, WOSB, HUBZone, SDVOSB and VOSB). Small businesses are defined under the associated NAICS code for this effort, 511210, as those domestic sources having annual total sales of $25M or less. Please include your company's size classification and socio-economic status in any response to this notice. The information requested by this announcement will be used within NIST to facilitate decision making and will not be disclosed outside the agency. This announcement is not a Request for Proposals (RFP) and does not commit the Government to award a contract now or in the future. No solicitation is available at this time. The purpose of this synopsis is to identify organizations with the requisite qualifications to meet the requirements of the item stated herein. After results of this market research are obtained and analyzed and compared with NIST's minimum Technical Specifications, NIST may conduct a competitive procurement and subsequently award a contract. If at least two qualified small businesses are identified during this market research stage, then this acquisition may be solicited as a small business set aside. Background: Currently, NIST utilizes a Gelco software product, Travel Manager to prepare, route and submit travel documents for official Government travel. The software is written in compliance with the Federal Travel Regulation and contains various tables which support the functionality of the application (i.e., per diem rates, mileage rates, travel correspondences, etc). 1. Description: This requirement is for purchase/renewal of the Gelco Travel Manager software for the Oracle/Unix/Internet subscription (Part number GM0U120000) that NIST currently utilizes. This subscription and support shall include all necessary software upgrades as they become available throughout the period of performance. It is intended that the period of performance will be for six (6) months from October 1, 2012 through March 31, 2013. 2. The U.S. Department of Commerce (DOC) has mandated that all Commerce bureaus remain on their existing travel systems until GSA completes the E-Travel evaluations and selects the new vendor(s). The anticipated roll out of the ETS2 is 2013. Currently, NIST utilizes a Gelco product, Travel Manager for these services. Periodically, travel regulations and entitlements change, which mandate revisions and updates to the Travel Manager application. The Gelco Travel manager annual maintenance subscription is an annual recurring fee that covers extended technical support on supported Travel Manager products. Web site access to customer support, monthly worldwide per diem rate updates for current software versions available on our Web page, and other Travel Manager software updates. If this Gelco annual maintenance subscription is not renewed prior to its current expiration date of September 30, 2011, NIST will no longer receive the required technical support and updates for Travel Manager. NIST will not be able to use its existing travel system as mandated by the DOC and this will result in negative impacts to the Department, the mission of NIST, and the NIST travelers. Travel authorization and travel vouchers will not be properly prepared, calculated, and routed for signature which potentially will generate erroneous travel payments that must be reported to the Department. In addition, this may result in delayed or non-payment to travelers, creating undue financial hardships for the travelers. HOW TO RESPOND TO THIS SOURCES SOUGHT NOTICE IF YOUR COMPANY HAS RECENT EXPERIENCE WITH PROJECTS THAT ARE SIMILAR IN SCOPE TO THAT REQUIRED FOR THIS EFFORT. PLEASE PROVIDE THE FOLLOWING INFORMATION BY EMAIL TO cheryl.coxen@nist.gov BY 2:00pm, Eastern Time no later than July 9, 2012. 1. Description of each similar project completed by your company as a prime Contractor or as a significant subcontractor within the past three (3) years, including as much of the following information as possible: (a) dollar amount of the contract; (b) brief description of the technical requirements of that project; (c) specific information on your company's previous experience in GELCO Travel manager software subscription and services;(d) contract type used on that project (e.g., firm-fixed-price, labor-hour, time-and-materials, cost-plus-fixed-fee, cost-plus-award-fee, cost-plus-incentive-fee, etc.); (e) indication of how long the project took to complete from start to finish; (f) how many Contractor and, if applicable, subcontractor full time equivalents were required to complete the job; and (g) name, address, point of contact and phone number of customer organization for which the work was done. 2. Current socioeconomic status of your company as it relates to NAICS 511210 with a size standard of $25M (see NAICS table at http://www.sba.gov/sites/default/files/files/Size_Standards_Table.pdf. 3. Indication of whether your company currently has an active registration in the Central Contractor Registration at www.ccr.gov. Companies that can provide these services are requested to submitl a detailed response describing their abilities to cheryl.coxen@nist.gov no later than the response date for this sources sought notice.
