- THIS IS A SOURCES SOUGHT ANNOUNCEMENT FOR INFORMATION ONLY. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. In preparation for a future procurement, the Michael E. DeBakey VA Medical Center in Houston, Texas is performing market research to gain knowledge of potential qualified sources and their size classification (service disabled veteran owned small business, veteran owned small business, hub zone, 8(a), small disadvantage business, woman-owned, small business, or large business) relative to NAICS 512110 ($29.5M) that can offer same service listed below: Statement of Work Background The Multicultural and Diversity Subcommittee of the Psychology Training Program at the Michael E. DeBakey VAMC will be hosting a day-long, special topics conference, entitled "The Many Faces of Diversity: Meeting the Unique Needs of the LGBTQ Veterans We Serve," on Friday, August 17, 2012, in the hospital auditorium. The conference will include participation from multiple hospital and community departments and agencies. The target audience is mental health and non-mental health clinicians at MEDVAMC and Baylor College of Medicine who are on the front line of providing care to this population. Educational Video The Subcommittee has been awarded a grant from the Mental Illness, Research, Educational, and Clinical Center (MIRECC) to develop a 20-30 minute (estimate) educational video on how to organize and put on a conference about LGBTQ healthcare. The target audience for the video is mental health and non-mental health clinicians in the VA system who provide healthcare to LGBTQ Veterans. This educational video will be in the public domain and will be exportable to any VA facility in the country. We are looking for a video production company with highly experienced, reliable, creative, and professional staff to help us make this educational video. The video production company should also have sufficient equipment resources to produce a very high quality, digital video. The contractor will be involved in filming, editing, and producing the video. The video will consist of comments/presentations by the four Subcommittee members, the Training Director, a brief interview with the two featured speakers, and Powerpoint presentations with voiceovers, etc. (a teleprompter will be needed). Ideally, the filming of these segments will be done at the contractor's studio, with possible filming completed at the VA hospital. Ideally, we would like filming of the above segments to be completed before the day of the conference (mostly likely within the three weeks leading up to the conference). Scheduling flexibility on the part of the contractor will be important. For efficiency and convenience of commuting, contractor's studio should be located within 10 miles of MEDVAMC. As we are hiring a video production company to help us make a "how to" video, the contractor will not be expected to film the conference. The Medical Media Service at the hospital will film the entirety of the conference, primarily for archival purposes. However, we would like to include a few, very brief clips (e.g. a few seconds each) from the conference to add texture to the educational video (e.g. opening montage). These clips could possibly be silent. Thus, the contractor will need to work with the hospital Medical Media Service to incorporate some brief clips into the educational video. There is also a possibility that the contractor will be asked to film these brief clips (e.g. if there are compatibility issues between contractor and Medical Media Service equipment). Also, we would like the educational video to include brief clips of a few conference attendees/participants giving their feedback about the conference. We envision showing this segment during the scrolling of the credits at the end of the video, accompanied by some background music. Thus, although the contractor will not be filming the entire conference, contractor will be expected to do some filming on conference day (at some point during the day) to capture feedback from some of the conference participants/attendees, and possibly to obtain some brief clips for the opening montage. Our goal is to have filming, editing, and final production completed by August 31st (two weeks after the conference). * Note that the Subcommittee maintains flexibility to make revisions, as we continue to develop the project. Our expectation is that the contractor will offer creative ideas, as we work together to produce this video. Interested companies should submit an electronic statement outlining their company's capability and capacity to provide the product, the specifications of the product, and the delivery time to get the product to Houston, Texas. Also, firms should provide their business size status in accordance with the small business administration website (www.sba.gov) for the above referenced NAICS code they fall within (i.e. small businesses, 8(a) firms, HUBZones, small disabled veteran owned businesses, etc.) This Sources Sought is for informational purposes and all businesses able to provide this product are encouraged to submit information regardless of Business size. Please email statements of capabilities to kieu.dinh@va.gov no later than June 25, 2012 at 1:00pm Central Standard Time. This notice is to assist the VA in determining sources only. A solicitation is not currently available. If a solicitation is issued it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. Responses to this sources sought synopsis are not considered adequate responses to any future solicitation announcements.
