Description
This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), Southwest Fisheries Science Center (SWFSC) located in La Jolla, CA on a sole source basis with Centro de Investigación Científica y de Educación Superior de Ensenada (CICESE). The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. Proposed contract is for services to monitor and collect estimates of catch and effort data from artisanal fish camps in Baja California, Mexico. NOAA Southwest Fisheries Science Center has established a fisheries monitoring program to collect estimates of catch and effort data from artisanal fish camps in Baja California, Mexico. Proposed contract will continue visits initiated in 2010 to fish camps in Baja California where the pelagic shark species common thresher (Alopias vulpinus), blue (Prionace glauca), and shortfin mako (Isurus oxyrinchus) are targeted. Visits will be sufficient to effectively determine a baseline catch and effort assessment from these areas during a sampling period of one year. Data collected will include time series of catch by species, time series of effort, and representative size and sex frequency data of the catch by species. The contractor is responsible overseeing all aspects of the sampling program including providing sampling personnel, transportation, food, accommodation, and materials for recording and managing data. The University is located in Ensenada, Baja California and is in close proximity to most of the artisanal fishing camps where the species of concern are targeted. Several researchers at CICESE have extensive experience conducting fieldwork at the artisanal fishing camps and have developed strong working relations with fishermen using these camps. Moreover, the researchers are active members of international committees that conduct research specific to the project goals and are qualified to successfully oversee results and ensure research goals are met. Researchers at CICESE have been conducting this research program with great success for the past two years, working at the artisanal fish camps and have developed a rapport with the fishermen that would take years for another institute to develop. The North American Industry Classification System Code (NAICS) of this procurement is 541690 with a small business size standard of $14.0M. The Government intends to negotiate a firm fixed price contract with period of performance commencing approximately Aug 1, 2012 through December 31, 2013. It is the Government's belief that only the CICESE can complete this project. This notice represents the only official notice. This notice of intent is not a request for competitive proposals; however, all submittals received by the due set forth in this notice will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
