Description
An electrical diagram of the designated location. Amendment #1 Solicitation Detail The purpose of this amendment is to respond to the questions received from prospective offerors in response to the above mentioned solicitation to acquire an Uninterruptible Power Supply (UPS) system, provide information regarding a site visit, and extending the closing date for receipt of proposals to July 2, 2012 2:00 PM EDT. Attach is an electrical diagram of the designated location. See solicitation amendment package for further details. This is a combined synopsis solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Firm-fixed-priced quotations are being requested and a written solicitation will not be issued. The solicitation number is GAO-12-N-0036 and is issued as a Request for Quotation (RFQ). This request does not commit the government to pay any costs incurred in the preparation of the submission of this quotation or to contract for supplies or services. The Government Accountability Office (GAO) anticipates award of a fixed price contract for one year. This combined synopsis/solicitation is organized into seven parts:(1) Background/Requirements; (2) Applicability of FAR Provisions; (3) Quotes; (4) Technical Evaluation and Award; (5) Late Clause; (6) Point of Contact; and (7) Pricing Schedule. (1) BACKGROUND/REQUIREMENT: Background: GAO is undertaking various initiatives on reducing cost-specifically building space involving consolidating its eSec Laboratory with GAO's Development Laboratory. To accomplish this effort GAO needs to acquire an Uninterruptible Power Supply (UPS) system that meets all of the following specifications: Capacity: 48kW (minimum) with N+1 Redundancy Power Input: 208v Three (3) Phase Power Power Output: 120v, 208v Three (3) Phase Power Battery Runtime: 5 - 10 minutes Size Requirement: Must be able to fit into two (2) standard 30 inch server racks that the vendor will be required to provide. Circuit Breaker Panel: Minimum eight (8) breaker panel Power Whips: Eight (8) three phase whips terminating in a L21-20R RPDU's: To be provided by GAO ADDITIONAL INFORMATION: Run whips wired from a breaker panel in the UPS cabinet directly to each server cabinet. Eight (8) whips will be run. The whips will be three (3) phase and each whip will terminate in an L21-20R. The whips will be run overhead to each server cabinet using cable trays. The design will have the left side of the Battery cabinet against the wall in the room. Next to that will be the UPS cabinet. Next to that will be our communications rack and next to that will be seven (7) server cabinets. All of the cabinets will be in-line. An emergency power off (EPO) switch is not required. GAO will install a Disconnect switch in the room that will be supplying building power. Delivery: 30 days after award to GAO Headquarters, located at 441 G Street NW, Washington DC 20548. GAO requires the following items, Brand Name or Equal to the following: Product Description: Eaton Blade UPS Pre-Assembled Bottom Entry 5 Module Systems with 1 Power Xpert SNMP/ModBus Card Product Quantity: 1 Product Description:Eaton Blade UPS Extended Battery Module Product Quantity: 5 Product Description: 42U Enclosure Split Rear & Sides & Casters Product Quantity: 1 In addition to supplying the UPS system, GAO requires installation and maintenance. The offer must be able provide installation and maintenance that meets all of the following specifications: 1. Provide all materials, tools, and personnel required to install the UPS system equipment as follows: a. Upon delivery of equipment offeror will be required to move the equipment into a temporary holding area within the GAO Headquarters building until the final destination at the GAO Headquarter's building is ready. b. Upon the final destination being ready, the offeror will move the equipment from the temporary holding area to its final destination. This will be the Development lab within the GAO Headquarter's building. c. Install the UPS cabinets in their desired location within the Development Lab. d. Install all equipment that makes up the UPS in the vendor installed UPS cabinets. e. Install circuit breaker panel, circuit breakers and run whips to each RPDU (RPDU's will be provided by GAO). f. Test and verify the entire operability of the system from input power to the power distributed to the RPDUs. g. Provide a one-time training session on how to use the UPS and all its features after verification testing has been completed. 2. Provide one year maintenance from the date of installation of the UPS system at GAO with complete coverage on the entire UPS system with 24 x 7 phone support with 4 hour on site response time. Vendor must indicate if they supply different maintenance options as part of their quote.
