Description

The Department of Veterans Affairs Medical Center located at 1540 Spring Valley Dr., Huntington, WV has a requirement for Construction Project #581-12-113 Repair Landslide South of Bldg 1. Contractor shall furnish all labor, materials, tools, equipment and necessary supervision to complete the project. This project involves the installation of a stability enhancement wall at the Huntington VA Medical Center, located at 1540 Spring Valley Drive, Huntington, WV. This project includes the following approximate quantities and work items. Drill approximately 62 - 27 inch minimum diameter holes approximately 27 feet deep each. Install a W16X100 beam plum in each hole and connect with an 8W24 section 244 feet long connected as shown. Steel to be 50,000 psi yield strength. Concrete each hole (4000 psi concrete) and the whaler trench. Install approximately four 4 foot wide by 10 feet high (15 feet to bottom) rock drains, each about 95 feet long perpendicular to the contours, and 244 linear feet of 2 feet wide ditch roughly parallel to the contours immediately below the piling wall, tying to the perpendicular ditches. Rock will be WVDOH Size 1, 2 and/or 3. Work includes construction permits and environmental protection provisions (primarily silt fence) and as well as final grading, seeding and mulching. The estimated linear footage of silt fencing required is 575 linear feet. The construction cost range is between $1,000,000 and $2,000,000. A 20% Bid Bond must be submitted with proposal. THIS PROCUREMENT IS 100% SET ASIDE TO SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) CONTRACTORS. NOTE: At least 25 percent of the total labor costs for this contract must be spent on the concern's employees or the employees of other service-disabled veteran-owned small business concerns. The number of employees must be reflected correctly in Contractor Central Registration (CCR) and Dun and Bradstreet reports. SDVOSB contractors must be verified in VETBIZ (www.vip.vettbiz.gov) prior to award of any contract. SDVOSB contractors must register at www.ccr.gov; https://orca.bpn.gov; and https://vets100.vets.dol.gov to be eligible for award. ORCA must reflect a small business size certification for the NAICS code noted herein. All registrations must be up-to-date and correct. The North American Industrial Classification Standard (NAICS) code is 238910 with the small business size standard of $14.0 million. Solicitation is to be posted to FEDBIZOPPS website (www.fedbizopps.gov) o/a July 3, 2012 with proposals due o/a August 3, 2012. Paper solicitation will not be issued. Contractors must obtain solicitation, drawings and amendments (if issued) from this website. Offerors are reminded they are responsible for obtaining and acknowledging all amendments to the solicitation with submission of proposal. CONTRACTORS MUST SUBMIT JOINT VENTURE AGREEMENTS WITH THEIR PROPOSAL. CONTRACTORS ARE NOT ALLOWED TO SUBMIT MORE THAN THREE (3) OFFERS IN A TWO YEAR PERIOD UNDER THE NAME OF THEIR JOINT VENTURE.
