- Description
- NASA/GRC has a requirement for a Visualyse Professional Single User software license package and first year maintenance and support. NASA/GRC intends to purchase the software license package and maintenance from Transfinite Systems Ltd., 6C Rathbone Square, 64 High Street, Croydon, Surrey, United Kingdom. There is a demonstrated mission critical need for a software package that is specifically designed for and recognized worldwide as a radio frequency (RF) interference analysis software package. The Visualyse software package is unique in the world as the only software package specifically designed for RF interference analysis. Visualyse is the only commercial software accepted by the ITU to carry out NGSO MSS Coordination (RES 46). Transfinite Systems Ltd. Owns the source code, and the software is unique and proprietary to them. No other vendor can supply this software license and support. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. The Sole Source is under the authority of FAR reference 13.106-1(b)1. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on June 21, 2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
