- *Please submit all questions or comments regarding the subject DRAFT RFP to iain.skeete@us.army.mil no later than 3:00PM (ET) on June 28th, 2012* The U.S. Army Program Executive Office for Simulation, Training and Instrumentation (PEO STRI), Project Manager for Instrumentation, Targets, and Threat Simulators (PM ITTS), Instrumentation Management Office (IMO) intends to issue a Request for Proposals (RFP) for the Electromagnetic Environmental Effects (E3) T1 Transmitter System, which will be located at White Sands Missile Range (WSMR), New Mexico. The requirement includes the design, development, engineering, integration, testing, fielding, management, and delivery of a High Power Transmitter System to the T1 Test Facility of the Electromagnetic Radiation Effects (EMRE) Test Complex located within WSMR. In addition, this effort includes system hardware and software design, assembly, performance verification testing, demonstration, installation, on-site verification, durability testing, training and the submission of Operator and Maintenance manuals and training documentation. The T1 High Power Transmitter System operates from 3-30 MHz and is used to illuminate systems under test to verify Test & Evaluation (T&E) requirements for MIL-STD-464 and 461. The projected threshold life-cycle for the new Transmitter System is 10 years minimum. The E3 competition will be conducted as a Total Small Business Set Aside, utilizing Best Value Trade Off Source Selection procedures in accordance with Federal Acquisition Regulation (FAR) 15.101-1. The North American Industry Classification System (NAICS) Code for this effort has been identified as 334220, "Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing", with a size standard of 750 employees. The forthcoming solicitation will result in the award of a single Firm Fixed Price (FFP) contract, with a base period of 24 months.
