- This sources sought notice is for market research purposes in accordance with the Federal Acquisition Regulation (FAR) Part 10. It does not constitute a solicitation and is not to be considered as a commitment by the Government. This sources sought notice is a Request for Information (RFI) before the release of any resultant solicitation. This is not a request for a proposal and does not guarantee the release of any solicitation. HDI 12-15 VA Lexicon Code System A.GENERAL INFORMATION 1. Scope of Work: The contractor is responsible for designing, developing, and maintaining data content using specified applications and data exchange formats in accordance with the statement of work and established VA standard Vista Data Dictionaries. VA will retain rights to all configuration, customization, and custom-built software. 2. Background: The Department of Veterans Affairs (VA) Lexicon team provides a single source for ICD9 (International Classification of Diseases), CPT (Current Procedural Terminology), HCPCS (Healthcare Common Procedure Coding System), and DRG (Diagnosis-related Group) coding systems and CPT and HCPCS modifiers for use by various VistA applications. The coding systems are produced by several standards organizations, which are referred to generically as Standards Development Organizations (SDOs). The scope of this proposal encompasses only the ICD9, ICD10, CPT, HCPCS and DRG coding systems, and associated information specifically used by the VA. Health Information Portability & Accountability Act (HIPAA) mandates that code sets are updated by the first day of each quarter, see schedule below. 3. Performance Period: The period of performance shall be 12 months from date of award with 3 options years renewed at the discretion of the government. 4. Type of Contract: Firm-fixed Price 5. Place of Performance: Contractor Facility B. GENERAL REQUIREMENTS: Not Applicable C. SPECIFIC MANDATORY TASKS 1. Description of Tasks: The contractor shall provide the specific deliverables described below within the performance period stated in the SOW. 2. Task one: Task 1: Monthly Progress Report and Meetings A.The contractor shall provide monthly status tracking and an integrated monthly status covering contract related activities. The report shall be sent to the VA Project Manager and the Contract Officer's Representative (COR). The contractor shall notify the VA Project Manager, COR, and CO in writing within two business days of identifying any major issues that may occur during the project. Notification shall include a proposed resolution if possible. A major obstacle is defined as anything affecting the timely execution of a mandatory Task or the on time delivery of the associated deliverables. Contractor and the VA will set up a mutually agreed upon monthly meeting. The contractor will take minutes at this meeting and have the meeting minutes available to the VA. Within 5 business days of the call Task 2: File format The contractor shall provide the Code Sets updates The attached Microsoft Excel spreadsheet (multiple tabs) specifies the existing file format for data previously delivered to VA. This existing file format shall be revised taking into consideration the entire table structure currently used by the VA for all Lexicon code system updates, to include the additional requirements necessary for ICD-10-CM/PCS. The VA shall provide to the contractor a copy of the current Entity Relationship Diagram (ERD) and timeline of updates. The contractor and the VA Lexicon team shall draft a revised file layout and structure of delivery of updates based on the existing VA structure if necessary. Task 3: Lexicon Code System Deliverables The contractor shall provide data to VA according to the following schedule. Each individual file is listed as a separate deliverable.. There is the possibility that a Code Set will be updated after the codes are released. All changes made to a Code Set up to one week prior to the deliverable's due date shall be included in the deliverable. All changes made to a Code Set within the week before the deliverable due date shall be included in the next quarter's deliverable. The Code System updates will contain all available updates from the SDO. The following SDOs are the authoritative sources for the update data: "Center for Medicare/Medicaid Services (CMS) - DRG and HCPCS "American Medical Association (AMA) - CPT "National Center for Health Statistics (NCHS) - ICD-9-CM and ICD-10-CM/PCS The deliverables will contain a change set of the Code System rather than a full version. Deliverables will include a document describing the Code Set update being delivered. If there are no updates for a given quarter for a given coding system, then no data file will be created for that coding system for that quarter. The contractor shall make the coding system updates available through a secure web site where the data is downloadable or on a CD ROM sent to the Salt Lake City Office of Information Field Office. D. CHANGES TO STATEMENT OF WORK Any changes to this SOW shall be authorized and approved only through written correspondence from the Contracting Officer (CO). A copy of each change will be kept in a project folder along with all other products of the project. Costs incurred by the contractor through the actions of parties other than the CO shall be borne by the contractor. E. REPORTING REQUIREMENTS: Per SOW F. TRAVEL: No Travel for this contract is expected. G. Submittal Information: Contractors having the skills and capabilities necessary to perform the stated requirements should submit a response of no more than 15 pages in length, single spaced, 12 point font minimum that addresses the above information. The Government will not review any other data, attachments that are in excess to the 15 pages. In response to this Sources Sought, interested contractors shall submit the following information no later than Monday June 26, 2012 by 5:00 PM EST to Michael S. Raynack via email at Michael.Raynack@va.gov. Provide the following information: A.Company Name and Address B.Company point of contact, telephone, and email address. C.Socio-Economic Status - Indicate whether your company, subcontractors, teaming partners, joint ventures have a Federal Socio-Economic status, e.g., Small Business, Service-Disabled Veteran Owned Small Business, Veteran Owned Small Business, Woman-Owned Small Business, Disadvantaged Small Business, and Hub Zone. If Service-Disabled or Veteran Owned Small Business, is your company and or partners registered in VA's VetBiz repository? D.If the company holds a Federal Supply Schedule (FSS) Contract, list the GSA Contract Number and relevant SINS. E.Capabilities / Qualifications: Provide a written description of the capabilities/qualifications/skills your company possesses to perform services described in this Sources Sought. F.Past Experience - Provide the following information on a maximum of three similar projects completed within the last three years for which the responder was a prime or subcontractor. 1.The name, address, and value of each project 2.The Prime Contract Type, Firm Fixed-Price, or Time and Material 3.The name, telephone and address of the owner of each project 4.A description of each project, including difficulties and successes 5.Your company's role and services provided for each project.
