- This is a Sources Sought Notice and is not a Solicitation. This notice is being issued to determine the availability of potential small business offerors with the ability to provide the following services: Subscriptions and/or licenses to an integrated learning and performance management system that supports competency modeling, and ties competencies to learning and performance. Potential sources must have the ability to provide the software via a cloud based Software-as-a-Service (SaaS) model. Potential sources must be able to provide the software, host the software, and operate and maintain the servers the software runs on. The solution must be accessible over the Internet using web browsers. The solution must have an interface that provides a monthly training data feed to the Office of Personnel Management's EHRI database. The software must support federal requirements for performance plans, mid-year, and end-of-year performance appraisals. Companies who believe they have SaaS that meets these requirements should submit a capabilities statement along with a description of the functionality of their software, their SaaS based support model, and a list of federal agencies to whom they currently provide this SaaS offering. The capabilities statement shall also include points of contact with emails and the offerors business size classification. The applicable NAICS code for this requirement is 541519 with a Small Business Size Standard of $25 million. Based on responses received to this Sources Sought, the Government will make the determination whether a small business set-aside is feasible. No award will result directly from this Sources Sought. This notice does not constitute any commitment by the Government. Submissions are due no later than 1:00 pm MST June 28th, 2012.
