- This announcement is part of our market research, and your responses are sought to identify sources that have the knowledge, skills, and capability to perform the work through a potential Multiple Award Task Order Contract (MATOC). The U.S. Army Corps of Engineers, Omaha District is conducting market research to identify sources (Small Businesses and Other-than-Small Businesses) that qualify under the NAICS Code 541330. The responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions for this project. Responses are to be sent via email to donna.r.larson@usace.army.mil no later than 2:00 p.m. CDT, 29 June 2012. Project Description: The Transportation Center of Expertise serves as the Department of Defense technical authority for analysis and evaluations; locations are worldwide (CONUS and OCONUS). There are two elements to the services in identifying sources: (1) Testing Services. The contractor will conduct routine testing of materials used in production of concrete used on military airfields. As a minimum, the contractor must be able to conduct the required testing of ASTM C 295, C 457, and C 856, and the deleterious material requirements of UFGS 32 13 11 completely in-house. Any of these testing services or testing to determine compliance with a material specification may be required except for NRMCA QC3 and CTM 526. The contractor will have to be capable of testing and evaluating all requirements in this list but may subcontract (or partner as part of this request for information) testing except as noted above. (2) Forensic Investigations and Expert Services. The contractor must be capable of conducting advanced investigations to ascertain causes of field problems. This encompasses a wide range of potential issues. Examples of past investigations of this type include alkali-silica related problems, expansive reactions from sulfate attack on lime- and cement-stabilized materials, recycled concrete, and waste materials, inadequate air-entrainment, localized durability problems, aggregate deterioration producing plastic fines, and external chemical attack on concrete. Submission Details: All interested, capable, qualified (under NAICS code 541330) and responsive contractors are encouraged to reply to this market survey request. Submit a narrative demonstrating their experience in Petrography and advanced concrete technology investigations and testing support projects of similar nature as described above. The contractor must demonstrate past experience on forensic investigations of these types of problems. The contractor will also be expected to provide expert services that may range the gamut from court testimony, participation in dispute resolution, to expert advice on UFGS and UFC documents related to military concrete airfield pavements. Narratives shall be no longer than 8 pages. Email responses are required. Please include the following information in your response/narrative: 1. Company name, address, and point of contact, with (h)er/is phone number and email address 2. Business size to include any official teaming arrangements as a partnership or joint venture. Include your firm's cage code. 3. Provide past performance information for the previous 5 years that clearly demonstrates familiarity and experience with the Engineering Services requirements. Incorporate into your response your firms ability and capability for working multiple projects occurring at the same time and your firms experience working on Department of Defense Installations. For each project, include the following information: o Size, term, and complexity of job; o Agency/Customer and job location; o Information on your role as either a prime contractor or subcontractor; and o Reference Agency/Customer point of contact; include name, address, e-mail, telephone number. 4. Indicate if your firm is capable of providing services worldwide. If not, what geographic reach does your firm cover? 5. Provide a brief description of your experience either managing a team or acting as a member of a team of businesses. Comments will be shared with the Government and the project management team, but otherwise will be held in strict confidence.
