Description
Notice of Intent. The U.S. Department of Agriculture, ARS, Stoneville, Mississippi, intends to award a sole source procurement to Illumina, Inc., 9885 Towne Centre Drive, San Diego, CA. 92121, for an upgrade of an existing Illuminia HiSeq-2000 to a HiSeq2500 with a MiSeq DNA sequencer as they are the sole source for this Illumina HiSeq-2000 DNA Sequencer, pursuant to the authority of 41 U.S.C. 253(c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The instrument is located at the USDA, ARS, MSA, 141 Experiment Station Road, Stoneville, Mississippi. The upgrade of an existing Illumina HiSeq-2000 to a Hi/Seq-2500 will allow sequence read lengths of 2 x 150 bp in ~39 hours with an estimated output of 120 Gb or in a high output mode of 600 Gp total output. The upgrade will allow for onboard clustering thus allowing clustering without the need of additional equipment (cBot) for clustering. Also to be purchased is a MiSeq DNA sequencer that is capable of generating 2 x 250 bp reads or 475 bp overlapping fragment with ~ output of 7 Gb in ~37 hours. The onboard computer is capable of processing images, perform alignments and variant calling. The MiSeq can also perform onboard clustering. For both instruments sequencing occurs using a technique called SBS (Sequencing By Synthesis) using four reversible terminator nucleotides labled with four different fluorescent dyes allows for accurate sequencing through homopolymeric regions. The MiSeq will generate ~30 M reads in a 2 x 250 bp run. The Government intends to award a firm fixed price Purchase Order on or about June 25, 2012, using Simplified Acquisition Procedures. This Notice of Intent is not considered a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 12:00PM central time, June 22, 2012. Information received will be considered solely for determining whether to conduct a competitive procurement.
